The Deputy Medical Coordinator supports the Medical Coordinator with delegated tasks and responsibilities, among other things, define, manage, and coordinate the entire medical portion of the mission in accordance with MSF standards, policies, protocols, and values, with the goal of ensuring quality medical treatment for the population at risk while improving the general health and living conditions of the population.
He/She assumes all responsibilities of the Medical Coordinator in the absence of the Medical Coordinator.


Responsibilities:
• Assists the Medical Coordinator in defining, monitoring and updating the content of MSF's policy and annual plan for the country, analyzing health needs through exploratory missions and the implementation of a health information system.
• Develops, monitors and reviews project proposals, determines the resources needed to cover the medical and humanitarian needs of the population at risk. These activities will be carried out in conjunction with the community, respecting medical ethics and ensuring the quality of medical programming (relevance, effectiveness, safety, accessibility and appropriateness of MSF's medical missions, "best practices" for medical care of patients).
• Maintains regular contact with local institutions and authorities, other NGOs in the country, and other MSF sections, to better coordinate the deployment of health projects (and programs).
• Negotiates with local authorities when necessary.
• Participates in and contributes to the definition and updating of the country policy, annual plan and budget in order to develop projects and programs designed to address the humanitarian problems envisaged, so as to ensure their effectiveness and quality.
• Monitors the implementation of the project(s).
• Assists the Project Coordinator and medical teams in project writing and monitoring.
• Participates, in collaboration with the Medical Coordinator, in the determination and monitoring of medical staffing, medical resources and budget requirements.
• Collaborates in the production of medical reports.
• Supervises, trains and motivates the mission teams to ensure that all field staff adhere to MSF values and ethics, ensuring their ability to carry out the work assigned to them in accordance with MSF quality standards:
• Conducts medical briefings and debriefings.
• Supervises and conducts technical assessments.
• In collaboration with the Logistics Department and according to the needs of the project, assists in the management of the pharmacy in order to ensure that medicines and medical equipment are available in sufficient quantity and quality.
• Oversees the monitoring of drug consumption and remaining stock for the various projects.
• Assists in the definition and deployment of the health and safety policy for staff (both national and international) to ensure overall staff safety.
• Assists in updating safety issues according to the context (economic situation, social problems, etc.)
• Provides medical coordination within mission and fully assumes the responsibilities of the Medical Coordinator (and his/her duties) in the event of the Medical Coordinator's absence.

Profil du poste

Education:
• Degree in medicine or other paramedical studies required. Training in tropical medicine or public health would be an asset.

Experience:
• At least two years of professional experience in a similar position (with MSF or another NGO) required.
• Experience in mental health care would be an asset

Knowledge:
• Computer proficiency required (Excel, Word and Internet).

Languages:
• Excellent command of French and/or in English

Employment conditions
• 3 month fixed term contract (renewable if needed)
• Salary in accordance with MSF salary scale and previous similar experience.

Location
• Based in Abidjan (Ivory Coast) mobility required
