About the job 

Our West Africa regional programme focuses on the border areas between Liberia, Côte d’Ivoire, South East Guinea, Niger, Nigeria, Mali and Burkina Faso and includes protection and emergency interventions as well as rehabilitation and recovery activities. 

Our Regional Office is located in Abidjan, Côte d’Ivoire, providing substantive support to our Country Offices in Ouagadougou (Burkina Faso), Bamako (Mali), N’Zérékoré (Guinea), Niamey (Niger), Abuja (Nigeria) and Monrovia (Liberia). The programme manages a portfolio of projects around US$ 20 million. Presently we employ some 60 expatriate employees and 520 local staff. 

You will be responsible for consolidating and developing the overall HR capacity in the region to ensure that our HR strategy, policy and services are understood and applied efficiently, fairly and cost effectively. You report to the Regional Head of Finance and Administration. 

In particular, you will have the following responsibilities:  

  • Deliver business-focused administrative support, including through the provision of expert advice on pay and remuneration for national employees, leading regular salary reviews, and advising expats on compensation and benefits.  
  • Ensure high quality, transparent and timely recruitment processes are in place within the region, and lead recruitment for select business critical positions.  
  • Provide expert advice on HR compliance and correct procedures including but not limited to record keeping/filing, recruitments, the application of DRC's terms of employment and salary scales, induction, performance appraisals, and exit processes.  
  • Oversee regional initiatives to ensure that employment practices in each Country Office are compliant with national labour laws.  
  • Ensure adequate induction and onboarding  is provided for new staff at regional and/or country level,  based on relevant DRC policies and guidelines, as well as region and/or country specific requirements. 
  • Ensure performance appraisal system is in place, and is completed, monitored and evaluated across region. Assist managers and staff in understanding and using DRC's performance appraisal tool.  
  • Support the development and analysis of national and regional staff policies and the development and updating of national staff handbooks for each country. Ensure alignment of regional and country staff policies with global policies. 

About you 

Ideally, you have a strong HR technical and operational background at an international level. You can work strategically, and also know when to roll up your sleeves and take a hands-on approach. You enjoy complex challenges and are motivated by working in a fast-paced and growing organization.  You are an excellent communicator who can build trust and credibility with your clients.

Moreover, we also expect the following: 

  • Postgraduate degree in the field of strategic human resources management, or similar 
  • A minimum of 3-5 years relevant experience in HR management, administration, change management, and/or organizational development, including at an international level 
  • Demonstrable technical skills in providing expert HR services, particlarly in recruitment and selection, performance management, compensation and benefits, and learning and development. 
  • Experience in developing HR strategies and policies, and driving implementation 
  • Fluent spoken and written English and French  
  • Experience working in multi-cultural work settings 

Desirable  

  • Experience working in an international humanitarian or development organization 
  • Experience working in West Africa

We offer 

Contract length: 2 years 

Level: A12 

Designation of Duty Station: The position is based in Abidjan, Côte d’Ivoire, with travel expected within the region. This is an unaccompanied position within a family duty station.

Start date: 1 October 2016
