Strengthen Resilience and Learning to Counter Violent Extremism in the Northern Border Areas of Côte d’Ivoire FHI 360 is a global development organization with a rigorous, evidence-based approach. FHI 360 is currently recruiting for the position of Technical Director for an anticipated five-year USAID project, Strengthen Resilience and Learning to Counter Violent Extremism in the Northern Border Areas of Côte d’Ivoire, with a budget between $25-$49 million. Job Summary: The Technical Director will support and advise the Chief of Party and other project staff on various technical fields related to the program (e.g. local governance, preventing violent extremism, youth engagement, economic livelihoods, and/or community development and resilience) and help design the strategy and approaches to achieve expected results. Building on their understanding of ongoing community resilience efforts in the country and their expertise in relevant fields, the Technical Director will provide strategic technical oversight and direction for the development, coordination, and implementation of complex and diverse sets of interventions to produce the project’s expected outcomes. The Technical Director will ensure that the project provides high-quality and informed analyses of drivers of violent extremism and community-level factors of resilience and vulnerability to develop a thorough and nuanced understanding of the political, economic and social systems to inform project activities and associated management and evaluation processes. S/he will be report to the Chief of Party and supervise a team of 11 technical advisors and officers providing cross-cutting support to the project’s community-level activities. S/he will collaborate closely with the M&E, program, grants, and finance and operations teams. It is expected that the Technical Director will be located in Abidjan with anticipated project funded travel to the northern border areas.problem-solving skills. • Ensure the technical quality of project activities, including those directly implemented by FHI 360 and those implemented by international and local implementing partners; • Provide technical input for the development, coordination, and implementation of complex and diverse sets of interventions to produce the project’s expected outcomes; • Supervise and coordinate a team of technical advisors and officers who provide cross-cutting support to the project’s community-level activities, and support them in developing professionally and acquiring new skills as needed; • Lead efforts to refine project methodologies and to provide training and technical assistance to staff and relevant stakeholders on their application; • Contribute to quarterly program reporting and ensure that other written products related to the project’s technical approaches and learning are of high quality; • Provide technical guidance to project staff on tailoring interventions to community needs and context, adjusting as needed to changes in local dynamics; • Integrate “Collaborating, Learning, and Adapting” into the overall technical approach of the project, ensuring that the technical team is continually learning and sharing lessons they have learned, and adapting project activities to these and other changes in the community-level context; • Collaborate closely with the M&E, program and grants, and finance and operations teams to ensure that the project’s technical approaches and methodologies are informed by, and contribute to, other programmatic, M&E, financial and operational considerations.
Profil pour le poste Minimum Requirements ● Bachelor’s degree or international equivalent from an accredited university in a relevant field such as conflict resolution, international development, law, political science, economic development or related social sciences; Master’s degree preferred. • Minimum of ten years’ professional experience, including six years relevant experience providing strategic-level input and advice in local governance, preventing violent extremism, peace and security, youth engagement, economic livelihoods, and/or community development related projects. • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable; • Familiarity with community resilience efforts in Cote d’Ivoire, and relevant approaches such as community-based development, governance, economic opportunities, conflict sensitivity, and positive youth development approaches; • Understanding of the political and social context in Cote d’Ivoire strongly preferred; • Understanding of USAID’s countering violent extremism (CVE) approach and the VE context in Cote d’Ivoire strongly preferred; • Fluency in speaking, reading and writing in English and French required; • Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively in team situations, as well as mentor staff; • Outstanding written, editorial, and verbal communication skills; • Must have strong supervisory and organizational skills; • Strong interpersonal, negotiating, decision making, and
