SUMMARY OF JOB PURPOSE:

Position: Safety Manager
Work Location: Lafigué Site, Côte d'Ivoire
Language Proficiency: Fluent in English

Lead, in the Mine site, and the country, the implementation of Sustainability and Security & information security Policies, according to the Global Management System, including Occupational Health & Safety and Process Safety, Environment, Quality and Security disciplines. Assure compliance with all the applicable requirements, especially those related to explosives manufacturing, transportation, commercialization, and use, according to Directives and Regulations applicable to THE CLIENT activities.
Define locally, and deploy, HSEQS standards and functions, in accordance with the THE CLIENT Global Management System, including the following disciplines:
- OHS and process safety, hygiene and PPE management, Ergonomics & Psychosocial risks, and Health management, to eliminate, reduce or control hazards, especially those related to major hazards and loss prevention.
- Environmental evaluation and control, including energy efficiency, and carbon emissions. Implement the Sustainability strategy of THE CLIENT, contributing to value proposition and tenders.
- Quality control, including analytical methods, calibration of critical measuring devices and quality control plans, ensuring the adequate implementation of new developments and its industrialization.
- Security & transport security of people and assets, preventing threats and security risks, and complying with all the security and regulatory obligations regarding explosives management.

Duties and Responsibilities:
- To Identify customer requirements, and all the legal obligations including contract and KPI’s; duties regarding explosives management, manufacturing, transport, commercialization, and use.
- To identify, enforce and support compliance all the applicable legislation (statutory and regulatory), including permits, licenses, and authorizations to operate, specially, those related to prevention of major accidents, and legal obligations related to Agencies, and Authorities.

- To comply with and demonstrate commitment to the Sustainability Policy, Security & Information Security, and the Global Management System (GMS).
- To promote Safety culture & basics, ensuring Life Saving Rules & Safety Leadership, Quality Basics, Environmental Good Practices, Security Basics and TERM Basics are disseminated, and implemented.
- Coordinates the HSEQS Professionals and teams, ensuring the local procedures
shall include all the legal requirements, and also the THE CLIENT standards.
- Planning and carrying out Audits & Inspections to ensure compliance with the
official requirements, needs and expectations of customers, and specific procedures defined by THE CLIENT and its Subsidiaries. Coordinate external audits.
- To define and deploy & follow- up local Objectives & Action Plan to improve
Safety, Environment, Quality and Security, complying with all the legal and contractual requirements, according to Policies, Guidelines & Goals set out by the Top Management, and local management.
- To identify roles and the duties related to safety handling of explosives, and compliance with health & safety, quality & environment requirements, communicating these roles to the administration when compulsory, and update them when significant changes occur.
- To ensure the content of Procedures, SOP’s, Instructions and all the operational
control documentation are achievable, updated and measurable over time, including as appropriate all the applicable requirements (contractual, legal and regulatory requirements). Specially, those related to Mining activities, Open Pit and Underground, blasting activities and post blast reconciliation.
- To identify, maintain and update the required awareness, competency, skills and training of the employees in regard with its functions, roles and responsibilities, especially those related to explosives handling, manufacturing, transport and use, including HSEQS teams.
- Concerning workplace OHS risks and environmental aspects, supervise the HSEQS Officers to ensure the preparation and revision of the hazard identification, risk assessment, contributing to hazard elimination and risk control, especially those related to explosives management and handling.
- Concerning new projects, to provide relevant information, and ensure risk assessment reports are carried out, supervising Commissioning & Hand over. Where applicable, ensure the homologation and official approval of products and solutions, including product validation for the intended use, shall be carried out accordingly, complying with the legal requirements.

- Ensure the control of non-quality products (NQP), including inventory shelf-life
and finance provisions. Ensure the adequate treatment for non-conforming product, according to the Technical Manager and the HSEQS Managers.
- Regarding destruction of explosives, supervise the authorization by the HSEQS,
Technical or Explosives Manager, of any treatment of nonconforming explosive products. Supervise the authorization of the destruction of explosive material, according to the specific legal permit, license, or authorization, and considering the standards in THE CLIENT.
- To deploy Process Safety & Industrial Safety in the workplaces, to prevent major accidents and serious process-related hazardous chemicals or energy release incidents that might affect plant personnel, off-site communities, or the environment, or result in significant loss of property or business opportunities.
- Ensure TERM Basics, referring Transport Explosives Risk Management, will be
deployed in the area, including logistics all operational areas and logistics.
- To implement specifically the 4 basic principles defines for Process Safety in THE CLIENT: Understand Hazards and Risks; Reliability & Equipment Integrity; Operational Discipline; Emergencies Preparedness and Response.
- To prepare or duly review the Emergency Preparedness & Response Plans, in tight coordination with the Technical or Explosives Manager, HSEQS Managers & teams, manufacturing & Operation Teams, customers and E. Response Team.
- Ensure Emergency, Security, and Evacuation Plans are in place, in tight coordination with HSEQS teams, customers, providers and authorities, supervising its implementation and drills.
- To plan, facilitate and perform inspections and audits to detect and prevent unsafe conditions, unsafe acts, nonconformities, and improvements, especially
those related to the explosive management and major hazards.
- To promote and contribute to the continual improvement, executing improvement plans for explosive handling, manufacturing, transporting, and use, including management review and top management support.
- Leading or supporting investigation and analysis of process safety incidents,
following up actions, sharing lessons learnt. Escalate any critical issue and assist Crisis Management Team in case of emergency or crisis.
- Ensure all the documents related to products, brands, extensions or corrections
requested by the corresponding Official Entities and Agencies, are properly prepared and duly communicated.
- All the additional specific responsibilities defined in accordance with the Global
Procedures, local additional procedures, and specific obligations in force.

Technical Competences
Education/Qualifications
- University degree in Mining, Chemical or Industrial Engineering.
- Qualification and competencies required to be OHS and/or Explosive Manager.
- Master’s degree in health & safety, Environment & Professional Experience
- At least 5 years of experience in mining and/or industrial companies, or other companies related to the explosives sector.
- At least 3 years of experience in manufacturing and/or operations.
- Expert on Occupational Health & Safety, including Industrial & Process Safety; Industrial hygiene; Ergonomics and Psychosocial risks; Health surveillance.
- Expert on accident and incident analysis, problem solving.
- Demonstrated audit and inspection capacity.
Other skills (languages, IT, other technical knowledges)
- Technical knowledge.
- IT skills (advance user of IT applications, excel, word, power point)
- Fluent in English, other languages are valued.
