FHI 360 is currently recruiting for the key personnel position of Natural Resource Management, Resilience, and Conflict Expert for an anticipated five-year USAID project, Resilience for Peace (R4P) focused on strengthening community resilience and learning, particularly for youth and women, to counter violent extremism in Côte d’Ivoire. Poor natural resource management, combined with lack of resources and increased demographic and climate change pressure has contributed to vulnerability to conflict and extremism in the northern border areas. The Natural Resource Management, Resilience, and Conflict Expert will provide technical and programmatic leadership to R4P’s activities aimed at developing tools, capacities, and communal forums to mitigate drivers of conflict related to the management of natural resources.


The Natural Resource Management, Resilience, and Conflict Expert (Technical Officer) will support and advise the Chief of Party and other project staff on Objective 2 (Reduce socio-political-economic marginalization and inequality in border areas) activities that contribute to the result (Result 2.2) of Improved natural resource management in the northern border areas. Building on his/her understanding of conflict and grievances related to natural resource management in the northern border areas (e.g. gold mining, farmer/herder conflicts, land tenure disputes, and deforestation), the expert will provide technical input for the development, coordination, and implementation of complex and diverse sets of interventions to produce the Result 2.2. expected outcomes. The Natural Resource Management, Resilience, and Conflict Expert will be based in Abidjan and report to the Chief of Party. S/he will collaborate closely with the M&E, program and grants, and finance and operations staff based in Abidjan and the project’s offices in the North, with regular travel to the northern border areas of Côte d’Ivoire.

Primary Responsibilities:

• Provide technical input and/or direction for the development, coordination, and implementation of interventions to activities that contribute to Result 2.2 Improved natural resource management in the northern border areas;
• Lead efforts to refine relevant activity methodologies and to provide training and technical assistance to staff and relevant stakeholders on their application;
• Contribute to quarterly program reporting and ensure that other written products related to the relevant activities under Obj. 2 are of high quality;
• Integrate “Collaborating, Learning, and Adapting” and complexity-aware monitoring results into the Result 2.2 technical approach, ensuring that the technical team is continually learning and sharing lessons they have learned, and adapting project activities to these and other changes in the community-level context;
• Collaborate closely with the M&E, program and grants, and finance and operations teams to ensure that Result 2.2. activities are informed by, and contribute to, other programmatic, M&E, financial and operational considerations.

Minimum Requirements:


• Master’s Degree or its International Equivalent in Natural Resources Management, Conflict Resolution, Behavioral, other Life/Social Sciences, International Development or Related Field.
• Minimum of five years relevant experience managing project activities and providing strategic input and advice to relevant projects, including work on addressing sources of conflict around management of natural resources (e.g. mining, land, and forests).
• Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable;
• Familiarity with integrating conflict sensitivity, gender equality and social inclusion, collaborating, learning and adapting (CLA), countering and preventing violent extremism (P/CVE), and conflict management and mitigation approaches into project activities;
• Understanding of the political and social contexts in Côte d’Ivoire’s northern border areas;
• Fluency in French required; and verbal and written proficiency in English strongly preferred;
• Outstanding written, editorial, and verbal communication skills;
• Strong supervisory and organizational skills;
• Strong interpersonal, negotiating, decision making, and problem-solving skills.
Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.
