TITLE: Administrative/Finance Assistant – National Office
PROJECT: Integrated Health Supply Chain – Technical Assistance (IHSC-TA) Côte d’Ivoire; HRH2030 (Human Resources for Health in 2030)
Background: The overall goal of the Integrated Health Supply Chain – Technical Assistance (IHSC-TA) Côte d’Ivoire is to provide expert technical assistance to strengthen Cote d’Ivoire’s health commodity supply chain system. It will address health programs including but not limited to: HIV/AIDS, TB, Malaria, NTDs, Family Planning/Reproductive Health, and Maternal & Child Health, as well as various Global Health Security Agenda diseases such as Ebola, avian influenza and other potential pandemic diseases. HRH2030 is a global cooperative agreement that supports USAID/Washington and field missions in strengthening human resources for health (HRH) across 42 priority countries to increase the accessibility, availability, acceptability, and quality of the health workforce needed to improve health outcomes and advance universal health coverage. HRH2030 is designed to 1) increase performance and productivity of the health workforce, 2) increase the number, skill mix, and competency of the health workforce, 3) strengthen HRH/HSS leadership and governance capacity and, 4) increase sustainability of investment in the health workforce.
Principal Duties and Responsibilities
As Administrative/Finance Assistant for the IHSC-TA Cote d’Ivoire and HRH2030 projects, the employee is responsible for the following principle duties and responsibilities:
Administrative
• Serve as primary administrative point of contract for HRH2030 in Cote d’Ivoire.
• Maintain administrative systems, including but not limited to communication logs and filing systems.
• Coordinate procurement needs, including identification of suitable vendors, collection of price quotes, preparation of selection memos, and assisting the project operations team to document office supply inventories.
• Maintain working relationships with appropriate vendors.
• Assist technical staff in arranging travel, visas, hotel accommodations, project drivers’ schedules, and customs expeditors for all project-related travel.
• Coordinate with Project Management Unit in Washington DC for issues related to HRH2030 Advisors.
• Coordinate logistics for program events, including conferences and trainings.
• Prepare all requested program documents and letters in Word as required.
• Provide any other administrative support such as filing, copying, completing errands as assigned by leadership to ensure efficient support to the project.
• Support project human resources as needed and assigned, including collecting monthly timesheets, coordinating recruitment interviews and collection of biodata and other recruitment documentation, and maintaining human resources files.
• Perform other duties as assigned.
Finance
• Serve as primary financial point of contract for HRH2030 in Cote d’Ivoire.
• Assist in making cash deposit/withdrawal (if any) into/from the Project’s bank accounts.
• Update database information for vendor bank account details.
• Prepare Excel sheet vendor/staff payment information for uploading into our payment platform.
• Receive and manage invoices from vendors to ensure timely payment by the project.
• Prepare documentation for all payment transactions, including but not limited to vouchers, checks and transfer forms. Ensure that appropriate documentation and approvals are obtained.
• Assist HRH2030 Advisors in processing project related financial transactions
• Maintain the projects’ accounting files system. Make sure all vouchers are in order, completed properly and have bank slips/copy of checks attached.
• Assist the technical team and any other staff with finance related requests upon approval from the Finance Manager or his/her designee.
• Provide general administrative support to the Finance Team.
• Perform other duties as assigned.
Level of Effort and Location of Assignment
This long-term position is based in Abidjan, Cote d’Ivoire. The position will devote approximately 50 percent of its LOE to HRH2030 and 50 percent to IHSC-TA, but this will vary significantly based on changing project needs.
Supervision
The Administrative/Finance Assistant will report directly to the IHSC-TA Finance Manager or his/her designee.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
• At least 3-5 years of experience in project administration
• At least 1-2 years of experience working in finance/accounting
• Mastery of Microsoft Office, specifically Excel and Word
• Experience in USAID-funded public health programs in a developing country context
• Ability to work with cooperating partners in implementing complex programs
• Excellent interpersonal and writing and oral communications skills; proven diplomatic and public relations skills
• Demonstrated leadership, versatility, and integrity
