Description du poste

Background:
The overall goal of the Integrated Health Supply Chain – Technical Assistance (IHSC-TA) Côte d’Ivoire is to provide expert technical assistance to strengthen Cote d’Ivoire’s health commodity supply chain system. It will address health programs including but not limited to: HIV/AIDS, TB, Malaria, NTDs, Family Planning/Reproductive Health, and Maternal & Child Health, as well as various Global Health Security Agenda diseases such as Ebola, avian influenza and other potential pandemic diseases.

Principal Duties and Responsibilities
• Oversee implementation IHSC-TA activities at the regional level
• Manage Satellite Office Staff
• Ensure positive and productive working relations and an open and regular communication flows are maintained with Ivoirian government stakeholders and central office in Abidjan.
• Strategically identify capacity gaps and arrange for appropriate training of regional staff.
• Oversee the development and implementation of regional-level Performance Monitoring Plans that encompasses commodity security and logistics management indicators and that includes project-wide performance measures.
• Support IHSC-TA’s regular data collection and reporting, promoting ongoing information exchanges within Cote d’Ivoire; lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions.
• Oversee the development and implementation of risk mitigation strategies for procurement and logistics services. Assess risks quarterly and implement risk management/mitigation strategies.
• Ensure compliance with SOPs and logistics management information systems.
• Ensure a relevant analysis of the data produced by the field team for relevant decision-making and determine the nature of the assistance needed to build the capacities of the actors in the supply chain.

Profil du poste

• Advanced degree in health or pharmacy-related discipline.
• Minimum 8 years of experience in public health program management, pharmaceuticals and medical supplies and/or supply chain management systems.
• Skill on logistic management system information
• Demonstrated ability to manage and implement complex USAID-funded public health programs or projects in a developing country context.
• Demonstrated ability to create efficiencies and lead operational transformation in large complex public health programs, preferably with experience in medical procurement, logistics or supply chain management.
• Skilled in leading and managing high-performing teams.
• Demonstrated ability to work with cooperating partners in implementing complex programs.
• Excellent interpersonal, written and oral communications skills; proven diplomatic and public relations skills
