OBJECTIF DU POSTE :
The Côte d’Ivoire Country Office Business Development will support the Programme Development and Quality Director (PDQ) Director as well as the Head of BD, and other country programme staff to grow Save the Children Côte d’Ivoire (CIV) funding and partnerships at country level in order to resource the Country Strategic Plan.

The Business Development Manager supports Save the Children Côte d’Ivoire’s resource mobilisation by operationalising the country funding strategy and ensuring high-quality proposal development. The role focuses on capture planning, donor intelligence, and opportunity preparation, working closely with technical, finance, and operations teams to deliver competitive submissions. A central responsibility is advancing localization by strengthening the capacity of internal teams and national partners to engage in business development and secure sustainable funding. The BD Manager ensures that funding opportunities are aligned with programmatic priorities and compliance standards, while contributing to the diversification and resilience of the country office’s portfolio.

Dimensions: Save the Children operates from three offices in Côte d’Ivoire, with an estimated workforce of approximately 250 employees and annual expenditures of around USD 25 million.

KEY AREAS OF ACCOUNTABILITY

Funding Strategy and NBD Change Management 25%
• Support CIV CO to develop and implement high quality Country Funding Strategies and Donor Engagement Plans, linked to their Country Strategic Plans.
• Support sustainable portfolio growth for Save the Children in Côte d’Ivoire, working in alignment with the global funding strategy
• With guidance and support from regional resource mobilisation team, supports country TE, Finance, AM, PDQ staff with capacity building around business development.
• Ensure best practice ways of working by attending regional BD Communities of Practice and embedding best practice into country ways of working and
• Establish continuous learning efforts in order to implement best practices and learn from process so future BD efforts are improved.
• Support strategic planning and operational processes and tools that achieve high quality award portfolios.
• Manage country’s pipeline and identify priority funding gaps, as agreed with CD and country leadership. These may include thematic/program gaps, co-financing gaps, and operational sustainability gaps.
Support the elaboration and follow up of the budget ambitions liked to the Strategic Plan for each thematic area, in collaboration with the finances department and the Technical Advisers.

Relationship Management 10%
• Proactively engage on a strategic basis with institutional donors at country level in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including programme funding.
• Represent Save the Children as needed with key institutional, corporate, foundation and other donors.
• Ensure teams have best practice approach and system to planning, and undertaking stakeholder engagement with identified prospects and ongoing key partnerships.

Capture Planning and Opportunity Preparation 15%
• Facilitate conversations with PDQ, TE, and Operations teams to gather intelligence, assess competitiveness, make Go/No Go decisions, and adequately resource teams build for pursuing all strategic funding opportunities.
• Maintain and build capacity in systems or processes for collecting donor, implementing partner, and competitor intelligence and information.
• Proactively guide and support PDQ and TE teams where necessary to rigorously assess the strengths and weaknesses of potential strategic partnerships for programme development and implementation.
• Support country leadership’s strategic decision making to form programming consortia which strengthen both programming and resource mobilization outcomes.

Program and proposal development 30%
• Coordinate some strategic proposal development processes to ensure proposals and concept notes are developed in a timely manner.
• Ensure proposals are developed in coordination and consultation with with programme technical advisors, Finance and operations team (including logistics, infrastructure) and that necessary support is budgeted adequately.
• Coordinate, both internally and externally, to ensure that prior to submission proposals are reviewed and approved by the relevant stakeholder as appropriate.
• Ensure that concept notes and funding proposals align closely to with response strategies, sector programme plan, master budget and MEAL framework.
• Represent Save the Children to donor and other key stakeholders as necessary.
• Ensure compliance with the SCI CIV proposal development process, including the promotion of child safeguarding and the prevention of sexual abuse and exploitation, in all programmes.

Localization and capacity building 20%
• Internal capacity building to SCI CIV in NBD and Localisation
• Lead the implementation process of the localisation strategy, accompany the relevant departments in the identification and integration of local partners.
• External capacity building: Supporting local NGO partners to build their capacity in resource mobilization.
