PURPOSE
The Senior Technical Lead provides overall technical leadership and strategic direction for Component 2 of the Adaptation Fund project “Improved Resilience of Coastal Communities in Côte d’Ivoire and Ghana.” The position ensures that Habitat for Humanity’s climate adaptation interventions are coherent, technically sound, and fully aligned with project objectives, donor requirements, and HFHI standards.
The role oversees the design, integration and implementation of a broad portfolio of climate adaptation measures across 21 coastal communities, including community-based early warning systems, preparedness and awareness activities, green and blue infrastructure, nature-based solutions (NbS), mangrove restoration, and climate-resilient agriculture and livelihoods. The Lead ensures that these interventions are technically harmonized across both countries and reflect best practices in resilience building in coastal environments.
The position manages a multidisciplinary team in Côte d’Ivoire, provides technical oversight and quality assurance for activities implemented by HFHI, and offers direct technical support and capacity strengthening to ActionAid Ghana, HFHI’s partner responsible for field implementation in Ghana. The Lead plays an instrumental role in ensuring that methodologies, designs, training packages, and implementation approaches are consistent and of high quality across both countries.
The Senior Technical Lead also ensures strong integration with project management systems, including procurement, MEAL, environmental and social safeguards, and knowledge management. The role requires proactive coordination with implementation partners, community structures, and technical stakeholders to ensure that adaptation activities are inclusive, sustainable, evidence-based, and contribute meaningfully to long-term coastal resilience in both Côte d’Ivoire and Ghana.
DUTIES
1. Technical Leadership and Integration of Component 2 Activities
•Provide strategic and technical oversight for all climate adaptation interventions including EWS, NbS, resilient agriculture, and community preparedness.
•Ensure that interventions are harmonized across both countries and fully aligned with the Adaptation Fund framework, HFHI global standards, and national adaptation strategies.
2. Management and Supervision of the Technical Team
•Lead, supervise and mentor a multidisciplinary team of national and regional technical experts.
•Oversee performance evaluations, and ongoing capacity building.
•Provide guidance to contractors, consultants, engineering firms, and community facilitators.
3. Oversight of Early Warning Systems (EWS)
•Lead the establishment of community-based EWS in 21 communities.
•Oversee the design of technical specifications, installation plans, equipment testing, SOPs, evacuation protocols, and community training programs.
•Ensure alignment with national meteorological and civil protection agencies and promote sustainability and maintenance systems.
4. Oversight of Green/Blue Infrastructure and NbS
•Provide technical direction for drainage channels, micro-infiltration cells, and bioretention basins.
•Oversee mangrove nursery development, planting operations, site monitoring, and ecosystem restoration practices.
•Review engineering and environmental designs and ensure compliance with environmental and social safeguards (ESMP, AF ESSS standards).
5. Climate-Resilient Agriculture and Livelihoods
•Guide the design and implementation of climate-resilient agriculture demonstration plots and the planned training center in Côte d’Ivoire.
•Oversee identification and design of alternative livelihood activities through participatory studies and market assessments.
•Support scaling of climate-smart agricultural practices and livelihood diversification.
6. Contractual, Procurement and Quality Assurance Responsibilities
•Work with Admin/Procurement teams to draft technical ToRs, evaluate bids, review deliverables and ensure quality assurance.
•Validate technical specifications for works, equipment, and services.
•Ensure proper documentation, certification, and verification of works.
7. Reporting, MEAL Support, and Knowledge Management
•Lead compilation of technical sections of the 6-month progress reports to the RPIU and UN-Habitat.
•Ensure proper collection and storage of Sources of Verification (SoVs), site photos, designs, technical reports, and training materials.
•Collaborate with the MEAL Manager to ensure robust monitoring systems and technical learning loops.
8. Stakeholder Engagement and Representation
•Represent HFHI at Steering Committees, technical working groups, and field coordination structures.
•Maintain cooperation with ministries, district authorities, community leaders, and implementing partners.
Education:
•Master’s degree in climate change adaptation, disaster risk management, environmental engineering, natural resource management, sustainable development or a related field;
OR
•Bachelor’s degree in a relevant field with significant professional experience
Years of Related Experience:
•Minimum 10 years of experience in climate adaptation, DRR, EWS, NbS, climate-resilient agriculture, or resilient infrastructure in international development contexts.
•Experience managing multidisciplinary teams and complex, multi-site or multi-country projects.
•Experience working in Côte d’Ivoire and/or Ghana preferred.
Knowledge, Skills & Abilities:
•Strong leadership and team management capacity across multicultural teams.
•Proven expertise in EWS, NbS, resilient agriculture, and disaster risk management.
•Strong project planning, budgeting, scheduling, and risk management skills.
•Excellent communication and interpersonal skills for government and community engagement.
