PROJECT OVERVIEW
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five-year USAID funded cooperative agreement (2020-2025) focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.The CHISU Program strengthens country capacity, leadership, and self-reliance to manage and use high-quality health information systems to improve evidence-based decision-making.
The COVID-19 crisis has been challenging the health systems of many countries around the world. In Côte d’Ivoire, COVID-19 vaccination started in March 2021 and relied on a combination of routine fixed-site delivery, mobile outreach and campaigns strategies. These vaccine delivery approaches were supported by technical and financial partners including USAID, UNICEF, WHO and the World Bank. By November 2022, more than 12 million people had received a first dose of the vaccine (around 60% of the target population), with strong geographical disparities. The multiple vaccination campaigns played a major role in reaching these coverage numbers.
Côte d’Ivoire launched its National One Health Platform in February 2021 which is a coordinated effort led by the Prime Minister’s office and several key ministries, including the Animal Resources and Fisheries, Agriculture, Health, Environment, and the Emergency Operations Center (EOC). This group will be managing and monitoring priority human and zoonotic diseases and coordination between different stakeholders.
SUMMARY
JSI is currently seeking a Senior Software Developer for the USAID-funded Country Health Information System and Data Use (CHISU) global cooperative agreement. This is a full-time position based in Abidjan, Côte d’Ivoire. The senior software developer will head up our development team. In this role, you will be responsible for overseeing the development and implementation of new software systems. You may also be required to update existing software and conduct feasibility studies on company systems. While your role will be managerial in nature, you will also be expected to code applications, create reports, and mentor the junior developers.
To ensure success as a senior software developer, you should have in-depth knowledge of programming languages and outstanding project management skills. Top-class Senior Software Developers know the skills and aptitude of junior staff and assign tasks accordingly.
RESPONSIBILITIES
Her/his specific responsibilities will include but shall not be limited to:
Conducting feasibility studies for upgraded software systems
Designing new software programs, websites, and applications
Managing existing and new software development life cycles
Meeting with development managers to discuss software projects
Assigning tasks to junior developers such as coding, testing, debugging, and analytics
Writing advanced programming code
Reviewing updated software system
Managing project timelines and tasks
Writing development reports
Creating technical documents for new software programs
Training country partner and IPs staff on software use
Overseeing the implementation of new software solutions in accordance with the national Health Information System Architecture in place.
Ensuring adequate documentation of software code
Proposing novel approaches to solve technical problems and challenges
Profil du poste
QUALIFICATIONS
Bachelor’s degree in computer engineering or computer science
Previous experience as a software programmer (minimum of 5 years’ experience)
Previous experience as lead for a development team is highly regarded
Have high-level managerial skills preferred
Advanced knowledge of programming languages including JavaScript, HTML5, C++, Java, SQL, and PHP, Python
Knowledge of system frameworks including .NET, Git, AngularJS, and GitHub
Experience creating and maintaining databases
Advanced knowledge of tools such as DHIS2, OpenMRS, OpenLMIS, eLMIS, OpenELIS, etc.
Experience developing DHIS2 based applications and integration modules
Experience working with Agile development technologies Advanced project management skills
Good command of the French language, mastery of professional English will be a major asset.
