Job description

The main objective of this position is to ensure the implementation of the monitoring and evaluation system, an essential element for the good performance of the monitoring and evaluation function within TechnoServe Côte d'Ivoire's agribusiness projects, by promoting data-based decision making (evidence) in an adaptive management process. To this end, the Monitoring, Evaluation and Learning Manager is responsible for the development and implementation of the monitoring, evaluation and learning plan within the agricultural projects. This includes developing the logic model (Theory of Change, Results Measurement Framework, Logic Framework), planning monitoring and evaluation activities, collecting data, analyzing data, and communicating data and information for internal, external, and other reporting purposes.

Under the supervision of the Country Director and TechnoServe's Regional Director of Monitoring, Evaluation and Learning, the incumbent will be in direct communication with project managers, project coordinators, coaches, consultants and other stakeholders in the course of his/her duties

Responsibilities

Establishment of the monitoring and evaluation system and implementation of related activities

Lead with project teams in the development and review of logic models based on field data to better support project managers in understanding and making decisions based on the theory of change established in the logic framework
Coordinate data collection from primary data sources to final reports based on performance indicators and emerging project information needs
Support the application of qualitative and quantitative methods to fill knowledge gaps
Contribute to the design of collection forms, surveys and the data management system
Make regular improvements to databases and dashboards
Conduct regular data quality assessments (data cleaning and data analysis)
Conduct field visits to understand project context and identify additional data needs
Provide technical assistance and ongoing training to project technical staff on their role in effectively conducting data collection, basic analysis, and data review and use
Coordinate the projects' learning program during data collection, analysis and reporting, mobilizing consultants and other experts for specific learning issues
Ensure that project monitoring systems capture the impact of project activities on gender and disadvantaged groups
Be familiar with applicable donor rules and regulations, including donor evaluation guidelines and indicator manual

- Understand the specific M&E deliverables for which projects are contractually responsible, and lead their development

Contribute to data-driven decision making

Provide information for the adaptive management process in projects using monitoring and evaluation data
Document good practices and create a framework for sharing lessons learned in project implementation
Organize the proper flow of information within project implementation teams, share and analyze new information
Effectively lead the reflection with the project teams on the adjustments to be made during the implementation of the project
Contribute to the writing of narrative reports of agricultural projects


Contribute to the overall development of TechnoServe's monitoring and evaluation ecosystem

Attend capacity-building seminars and other relevant events related to monitoring and evaluation
Facilitate understanding of the project monitoring and evaluation approach to facilitate the regional monitoring and evaluation team's assessment of projects against organizational standards and annual impact reports
Contribute to the development of TechnoServe's impact measurement reports

Be mobile to travel within the country up to 30% of the time;
Strong ability to work independently, and to interact effectively with geographically dispersed teams

Skills and experience required

Have at least a bachelor's degree in a relevant field, such as economics, social sciences, business administration, agronomy, and/or other relevant field with a minimum of 3 years of experience in results-based monitoring and evaluation and/or project/program management;
Experience in implementing monitoring and evaluation methodologies (such as qualitative, quantitative, and participatory methods)
Advanced Excel skills and ability to learn data collection and analysis software (ODK, CommCare, Power BI/Tableau, SPSS, SPAD, Ms or Google products, NVivo among others);
Have strong written and oral communication skills and the ability to produce clear and concise reports;
Have strong data management, analysis and interpretation skills; ability to present data in simple and straightforward graphs, frequency tables and dashboards;
Be able to take an inquisitive and creative approach to problem solving;
Ability to manage multiple tasks, prioritize effectively and manage time independently;
An excellent level of French is required. A basic understanding of the English language is an advantage;
