We are looking for a Monitoring, Evaluation, and Learning Manager (Abidjan, Côte d'Ivoire)

About the Project

Prosper Cashew is a five-year, $25 million project funded by the U.S. Department of Agriculture under the Food for Progress Program that aims to catalyze investment for the West African cashew processing sector by strengthening cashew processing facilities across Côte d'Ivoire, Ghana, and Nigeria. West Africa is responsible for 45% of the global cashew production, yet the majority of those yields are exported for processing. The project will complement other USDA investments and programs in this sector to address market barriers through technical assistance and financing solutions along the West Africa cashew value chain to improve sector productivity, increase incomes, and create jobs.



Primary Purpose and Function

Reporting to the Deputy Chief of Party, the Monitoring, Evaluation, and Learning Manager (MEL) Manager’s principal objective is to ensure good performance of the M&E function within the project, promoting evidence-based decision making in the management process. The MEL Manager will guide the strategy and implementation of M&E within the project, including supervising the monitoring system to facilitate the capture, analysis, and communication of data, as well as supporting the preparation and completion of a baseline, a mid-term evaluation and a final evaluation by an external party.

Duties & Responsibilities:

Establishing the M&E System

Direct the review of the project’s logical framework and update it in accordance with field data
Support project leadership in understanding and making decisions based on the theory of change
Complete an analysis of the indicators established in the project agreement and other information needs. Execute the work plan for the capture and reporting of this data
Ensure compliance of M&E system with donor rules and regulations, including the donor’s evaluation guidelines and indicator handbook
Identify other facts and indicators that would be relevant for the project’s decision-making and ensure their capture and analysis
Design the required formats, surveys, and indices
Ensure the receipt and management of the collected information
Implementing the M&E System

Give technical assistance and training to all project staff in intersecting themes to ensure understanding of and commitment to the M&E mission
Guide all implementation staff in the proper review, registration, and documentation of the project’s activities and interventions by the responsible parties
Revise monitoring reports and other collected data, making a preliminary analysis to identify potential bottlenecks and/or strategies for best results
Ensure the flow of monitoring information between the team and guide the sharing and analysis of reports
Collaborate with the field team to collect relevant qualitative data to improve the understanding of what effects the project activities are having
Make frequent visits to the field to support staff in the implementation of the M&E system and identify possible adaptations and improvements
Identify critical moments in the project to reflect on lessons learned and implications for management decision making
Prepare internal reports with M&E findings and share them with the implementation team
Contribute to the preparation of periodic donor reports
Draft scopes of work and work plans for a team of external consultants in the establishment of a baseline and the completion of mid-term and final evaluations. Support the recruitment of these consultants; guide and supervise their performance

Profil du poste

Basic Qualifications:

Bachelor’s Degree in Business, Economics, Statistics, or other international development related area, with minimum five years of experience planning and implementing M&E systems for donor or private sector funded programs
Database management skills, ability to identify and learn tech-based data collection tools
Ample knowledge of M&E methods and methodologies (including qualitative, quantitative, and participatory methods)
Advanced competence in Excel, knowledge of SPSS a plus
Knowledge of Open Data Kit or another capture system and/or information management through desired technological mediums
Experience working in West Africa, particularly in international development programs
Preferred Qualifications

Experience with large United States government (USDA or USAID)-funded projects
Experience with food processing projects and/or projects with large access to finance components
Have successfully completed at least three monitoring missions and technical support to teams in the last five years
Experience working with / proficient in Stata
Experience providing training to people of diverse levels of education
Experience facilitating team sessions on learning and course correction

Required Languages

Proficiency in spoken and written French and English is required
