PSI seeks an experienced Chief of Party (COP) to lead the management, coordination, and reporting of all activities under an anticipated 5-year USAID/PMI-funded project in Cote d’Ivoire. The project will support the components of malaria diagnosis and treatment (clinical and community), distribution and promotion of use of ITNs (mass and routine), and health behavior change interventions in target areas in Cote d’Ivoire.

 

Since 1991, PSI/Côte d'Ivoire has worked collaboratively with clients and government stakeholders to develop and accelerate the health market to offer solutions that best meets their needs. Since 2018, PSI’s malaria work in Cote d’Ivoire has focused on supporting the PMI Impact Malaria project. The PSI-led consortium supports the National Malaria Control Program (NMCP) in implementing malaria service delivery activities across 12 health regions. This includes multi-disciplinary support at all levels of the health system including case management and malaria in pregnancy at the health facility level and community level, malaria microscopy activities, embedded regional technical advisors at district level, and supporting the NMCP on national level malaria activities.

The COP should have significant leadership, management, and international development experience; a demonstrated track record in successfully managing government, donor, and malaria community relations; a commitment to capacity building; and experience successfully conducting and implementing USAID-funded projects of similar size and scope. Your primary responsibility will be to ensure that the activity produces the results specified in annual work plans, to the required standard of quality and within the specified constraints of time and cost. The COP will act as the main point of contact with USAID and other stakeholders involved in program implementation. The COP will also ensure that the program is represented in national technical, policy, and planning forums with USAID/PMI, the Government of CDI, and key malaria stakeholders. This position will be based in Abidjan, Cote d’Ivoire.

 

Your contribution

  • Lead the implementation and monitoring of the USAID/PMI Bilateral Malaria Project.
  • Oversee a management team in the main project office, as well as key teams across other regions in CDI.
  • Lead internal and external program planning, communication, and reporting with sub-partners.
  • Build relationships and capacity among partners.
  • Provide overall oversight of the project and maintain effective and regular communication with donors, implementing partners, and Ivorian government entities.
  • Serve as the focal point for engaging in dialogue with the Government of CDI at both the central and decentralized levels, in conjunction with donors on key issues relevant to the USAID/PMI Bilateral Malaria Project.
  • Serve as the main point of contact/representative for the project to USAID/PMI.
  • Ensure the effective use and coordination of USAID/PMI resources and the compliance of the financial systems and controls with USAID/PMI standards.
  • Ensure high-quality periodic reporting in line with USAID/PMI requirements.

 

What are we looking for?

 

The basics

  • Master’s degree or higher in Public Health, Business Administration, International Development, or a related field;
  • At least 10 years of progressively increased experience managing public health programs (preferably malaria) in sub-Saharan Africa or other resource-limited settings, including Cote d’Ivoire (preferable);
  • Experience leading malaria prevention, treatment, and control, preferably in Cote d’Ivoire or an elimination setting;
  • Recognized expertise in malaria prevention and treatment at community and facility levels;
  • Proven leadership experience galvanizing government support and buy-in and working collaboratively with high-level stakeholders;
  • Demonstrated management and supervisory capabilities in leading large teams and projects of similar scope, including financial and human resource management skills;
  • Working knowledge of and experience with USG funded activity management, policies, and procedures;
  • Familiarity with the CDI Ministry of Health and National Malaria Control Program strategies, priorities, and approaches a plus;
  • Fluency in English and French
  • Strong preference for citizen of Cote d’Ivoire
  • References will be required.
