FHI 360 is currently recruiting for the position of Deputy Chief of Party for an anticipated five-year USAID project, Strengthen Resilience and Learning to Counter Violent Extremism in the Northern Border Areas of Côte d’Ivoire, with a budget between $25-$49 million.

Under the direction of the Chief of Party (COP), the DCOP will assist the COP with all responsibilities, including the development and implementation of the project’s vision, strategy, and technical direction, and will serve as Acting COP in the Director's absence. S/he will directly support the COP in drafting and submitting all deliverables required and provide management, oversight, and mentoring of local staff. S/he will be responsible for performing programmatic and administrative tasks for the implementation of the project and ensure operational efficiency and compliant financial and sub-award management. It is expected that the DCOP will be located in Abidjan with anticipated project funded travel to the northern border areas.
Profil pour le poste Essential Job Functions: Duties and Responsibilities • Assist the Chief of Party with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and FHI 360; • Management of deadlines, drafting of reports, maintenance of records, and monitoring achievement of benchmarks in the award; • Assist the Chief of Party in creating and maintaining good working relationships with USAID, Government of Côte d’Ivoire counterparts, local organizations, and other program partners; • Supervise the operational, administrative, financial and grant management teams to ensure compliant processes and performance, operational and cost efficiency, and effective management and monitoring of sub-awards. • Serve as acting Chief of Party in his/her absence; and • Manage long-term staff and short-term advisors in a respectful and transparent manner, ensuring achievement of project results. Minimum Requirements • Demonstrated ability to think strategically and navigate politically sensitive terrain; • At least six years of experience managing complex international programs (implementation, logistics, sub-award management, budgeting, staffing), preferably those funded by USAID; • Strong oral and written communication skills, including fluent spoken, written, and reading abilities in English and French; • Master’s or higher degree in a relevant field such as conflict resolution, international development, law, political science, or related social sciences; • Demonstrated leadership and management skills related to program management, including budget and personnel management, motivating and supervising team efforts, solid performance management, including program planning, implementation, and achieving success in complex activities; • Proven leadership and organizational skills to successfully manage and coordinate large and disparate work groups; • Familiarity with US Government-funded programming, rules and regulations, and USAID contract management experience preferred; • Experience implementing peacebuilding, youth engagement, community resilience, and/or countering violent extremism (CVE) projects.; • Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers; • Proven human resource management skills and demonstrated commitment to customer service; and • Sound knowledge of Côte d’Ivoire’s social and political dynamics. Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.
