Overview:
Chemonics seeks a COVID-19 Coordinator to join the ongoing Human Resources for Health in 2030 – One Health Activity in Cote d’Ivoire. HRH2030 is a five-year global cooperative agreement that builds on USAID’s investments to improve the health workforce. HRH2030 contributes to increasing the sustained availability, accessibility, acceptability, and quality of the health workforce for strengthened health systems for achievement of Sustainable Development Goals. HRH2030 supports low- and middle-income countries worldwide to develop the health workforce needed to prevent maternal and child deaths, reach the goals of Family Planning 2020, control the HIV/AIDS epidemic, and protect communities from infectious diseases.
The COVID-19 Coordinator, in collaboration with the designated Multisectoral Health Security Advisor, will work to support and improve the functionality of the National One Health Platform in Cote d’Ivoire to effectively coordinate and respond to the ongoing COVID-19 pandemic. The COVID-19 Coordinator will also support the functionality of relevant technical working groups, strengthen surveillance efforts, and build the capacity of laboratories for COVID-19. The expected level of effort (LOE) of this role is full time from June – October of 2020. Responsibilities:
● Support the NOHP in the coordination efforts with other government counterparts to effectively contain COVID-19 in Cote d’Ivoire
● Support the Emergency Operating Center (EOC) to improve upon existing systems for surveillance and laboratory efficiency in-country, focusing on building capacity in areas of staff coordination, organization and awareness of COVID-19
● Develop trainings for the Institute Pasteur, Centre Ivoirien Antipolution (CIAPOL), Laboratoire National d'Appui au Développement Agricole (LANADA), and other laboratories involved in COVID-19 testing and case management
● Develop trainings for to increase laboratory capacity to improve Cote d’Ivoire’s pandemic response capacities
● Develop and roll out sensitization campaigns to the NOHP and other relevant government counterparts on COVID-19
● Prepare progress reports to USAID
● Provide managerial, administrative, and logistical support and identify needs to facilitate travel and implementation of coordination of COVID-19 related activities
● Liaise with relevant government officials and partners, and the USAID Mission/Office, on a continuous basis to ensure awareness, coordination, buy-in, and cooperation for the successful planning and implementation of COVID-19 activities
● Provide on-site technical, organizational development, and operational support to the existing coordination agencies/mechanisms including the NOHPs and the COUS to strengthen multi-sectoral and multidisciplinary collaboration on disease outbreaks in coordination with appropriate international health agencies (e.g. WHO, FAO, OIE, US CDC) and key stakeholders.

Qualifications
● Completion of a bachelor’s degree (or equivalent) in one (or more) of the following areas: public health, health systems strengthening, medicine, veterinary medicine, epidemiology, and/or preventive medicine or related disciplines – Masters of PhD/Medical Degree preferred
● A minimum of 5 years of progressive work experience in public health (health system strengthening, medicine, veterinary medicine, epidemiology, preventive medicine, capacity building, and zoonotic diseases)
● Ability to understand and be able to facilitate the application of the principles of public health, epidemiology, disease prevention and control strategies to support and strengthen disease surveillance and response systems and implementation of International Health Regulations (IHR 2005) and/or the Performance of Veterinary Services (PVS) Tool
● Professional, technical, and/or management skills required for collaborative implementation of COVID-19 activities, including providing and/or identifying technical assistance and subject matter expertise to support coordination agency/mechanism performance
● Excellent client relationship management and organization skills to liaise, consult, and interact professionally with government offices, technical and managerial staff, mid- and senior-level officials from government, external agencies, and service providers
● Demonstrated leadership, versatility, and integrity
● Demonstrated ability to work and communicate effectively (speaking and writing) in French and English
