Innovations for Poverty Action (IPA) is recruiting a Human Resources and Administrative Officer.
Under the direct supervision of the Operations and Finance Manager and in coordination with the Country Director and Global Human Resources (GHR), the Human Resources and Administrative Officer leads the human resources and administrative functions for IPA Francophone West Africa country office and serves as the bridge between global HR strategy and local execution, adapting policies to regional contexts and supporting country-level HR teams.
He or She will:
• Coordinate and support the full employee lifecycle, including recruitment, onboarding, performance follow-up, professional development, employee relations, and offboarding in compliance with legal requirements and IPA standards.
• Coordinate and support the entire recruitment process for consultants and field staff in compliance with legal requirements and IPA standards.
• Support and coordinate the implementation and updating of the enumerators database in liaison with the research team.
• Maintain accurate personnel files, job descriptions, contracts, attendance registers, and vacation records.
• Ensure HR administrative processes for permanent and field staff are properly documented and up to date.
• Ensure HR systems data management and reporting (including HRIS/Oracle NetSuite, Replicon) are accurate and current.
• Prepare monthly payroll for national staff and calculate/update applicable taxes, including for consultants and international staff.
• Calculate employee benefits and communicate them to staff; recommend benefits programs or labor law changes to management.
• Support preparation of annual HR and Health & Safety budget projections.
• Ensure HR documentation, processes, and reporting comply with local labor laws and regulatory requirements as well as IPA standards
• Act as point of contact with labor authorities (e.g. Inspection du travail, Agence Employs Jeunes, CNPS), preparing and submitting required information and responding to official requests accurately and on time;
• Coordinate with external legal counsel on HR and labor matters;
• Support review and updates, when necessary, of the Local Employee Handbook in coordination with GHR and Country Office leadership;
• Advise and support managers on various HR issues (labor law, training, recruitment, employment contracts, onboarding, performance reviews, career management/mobility, compensation).
• Lead and monitor HR projects aligned with IPA GHR defined strategy.
• Prepare, update, and recommend new policies and procedures as needed, in line with GHR guidance;
• Continuously improve HR and administrative systems and tools in coordination with the supervisor and IPA FWA leadership;
• Monitor and analyze local regulatory obligations (e.g. labor law, administrative and tax obligations) and share findings and recommendations with management;
• Develop internal communication materials and ensure they are clear, timely, and effectively disseminated;
• Communicate, implement, and share current HR and administrative policies and procedures for the Côte d’Ivoire office, ensuring staff awareness and compliance;
• Coordinate staff training activities and provide administrative support as required;
• Deliver training sessions on HR policies and procedures;
• Implement a team building strategy in IPA Côte d’Ivoire;
• Support internal engagement activities, including team events and staff celebrations;
• Identify and recommend improvements to foster a positive and collaborative work environment within the Côte d’Ivoire office;
• Prepare travel orders for employees at their request and submit them for signature to the relevant manager or authorized approver;
• Ensure project managers submit their annual project activity reports in a timely manner
• Manage work permits and visa requirements for expats and TCNs, including tracking expiry dates and immigration processes;
• Maintain organized and up-to-date administrative and legal documentation in accordance with internal and local requirements (e.g. framework agreements, internal regulations);
• Draft external correspondence to government entities, partners, vendors, and other external stakeholders as required. Ensure accurate translation of documents, primarily between English and French, using approved tools and processes as appropriate;
• Customize global HR policies to fit regional legal and cultural contexts;
• Track, coordinate, and ensure timely employee handbook updates;
• Support recruitment for global, regional, and key local roles and ensure alignment with global standards;
• Address escalated regional employee concerns and grievances;
• Mediate conflicts, as needed, and ensure fair treatment;
• Coordinate regional training programs and leadership development;
• Serve as point of contact for regional HR questions about the performance process: monitor completion rates and report progress to Global HR;
• Monitor and report on regional HR metrics;
• Ensure compliance with local labor laws and regulations;
• Oversee data management in the region, ensuring country offices systematically input updates, and provide guidance/support as needed;
• Provide direct support to the country offices within the region;
• Offer coaching, tools, and oversight to local HR teams;
• Serve as escalation point for complex HR issues;
• Provide interim CO HR support as needed.
Profil du poste
• A bachelor’s or master’s degree in human resources, labor law, management, or a related field;
• Minimum of 4-5 years of professional experience in HR roles;
• Excellent knowledge of local labor law and experience managing HR activities across multiple teams or locations;
• Experience in the NGO sector, research projects, or international cooperation is desirable;
• Ability to work in a multicultural environment with high compliance standards;
• Ability to work effectively with country leadership, Global HR, and staff at all levels;
• Strong written and verbal communication skills;
• Fluency in French is essential; proficiency in English is essential;
• Proficiency in office tools and HR software (HRIS, payroll systems).
• Ability to manage employee records, payroll, leave, and absences;
• Experience in recruitment and onboarding, training and development, performance management, discretion, professionalism and confidentiality;
• Strong analytical thinking and problem-solving skills;
• Empathy and emotional intelligence; strong ethical judgement and fairness.
