Description du poste

WaCA aspires to bring about a change in the dynamics of the MSF movement. Indeed, the association is supported by a large number of doctors and Médecins Sans Frontières humanitarian workers from West and Central Africa who wish to be heard, to contribute and above all to proactively assume responsibility for the organization’s humanitarian mission. The WaCA association reflects an identity as humanitarians, aspirations for MSF, a truly inclusive movement of people who share the values of humanity and empathy towards others. Its strength is based on other MSF associations and its associative fiber is amplified by concrete operational objectives.

MISSIONS AND ACTIVITIES

Main employment activities
o Participate in the development of the overall MSF WaCA strategy and policy:
• Show and embody the direction for the organization as a whole and represent it with the different stakeholders (within and outside the movement).
• Operationalize the social mission and principles of MSF WACA in its activities; ensure consistency.
• Lead the organization and the collective work of its members and provide them with the indispensable means to fulfil their missions.
• Ensure the cohesion and well-being of the teams

• Make key decisions in the interest of MSF WACA's mission and inform employees.
• Carry the files for the development and evolution of the organization

• Identify and mitigate key risks to the organization
• Represent and promote the interests of MSF WaCA within the international MSF movement.

o Develop and lead the operationalization of the strategic framework
• Validate the strategic framework, communicate it, and ensure that the strategic vision is properly reflected in the teams' action plans.
• Present and implement the operational support organization, among other things, develop the organization chart and recruit the necessary profile for the position.

• Support the operational teams in the development of new operational partnerships
• Open new missions: Facilitate the launch of at least 4 explo in 2020.
• Facilitate the establishment of Associations in all WACA countries.
• Establish the dynamics and good governance within the Associative network.
• Supporting the operations department in setting up projects
• Remain vigilant about the consequences of growth on the organization and its employees, and keep in mind the need for consolidation.

o Facilitating collective work and improving conditions within MSF WaCA
• Ensure consistent dissemination of key policies and information to the teams and the existence of training tools concerning them in particular: Risk taking; CAT in case of serious incident, Fraud, Abuse policy...); revised procedures.
• Develop a dissemination plan for each of the key policies, including a training/awareness component for priority targets
• Develop internal and external communications, with a focus on the creation of a WACA website to guide employees and members to essential information, services, tools and documents;
• Provide and animate spaces of exchange for team building within WACA.
• Supporting the Resources Department in the implementation and application of a new job grid and a new salary scale.
• Align MSF WACA with its legal and administrative obligations:
• Establish internal rules and regulations;
• Update WACA standard employment contracts;
• Optimize the registration of WACA in Cote d'Ivoire.

o Identify and mitigate key risks to the organization
• Assist in the production of an internal audit manual and charter and standardized tools.
• Support the follow-up of recommendations.
• Ensure budgetary monitoring at Headquarters
• Establish a global risk matrix
• Accompany the operations management in supporting the reading of security risks in our future countries of intervention.
• Supporting the HRD in the management of abuses

o Be in contact with external actors:
• With the President, represent MSF WaCA vis-à-vis external partners (elected officials, State services, international debates, national or regional bodies, among others).

• To ensure the proper functioning and development of the MSF International Movement by looking after the interests of WaCA and promoting strategic actions in line with the objectives and principles of MSF's mission.
• Participate in the Executive Committee of the Movement (Core Excom) and the Platform of the 4 Managing Directors (4MD).

Profil du poste

• Qualification:

o Higher education Bac 4/5 or equivalent in political science, management, humanitarian action, medical or scientific disciplines.

• Experience :
o A 3 year-experience in a similar position ideally in the NGO/Humanitarian sector or significant experience in a management position within MSF.

o Experience in the field within the MSF Movement in positions of responsibility is essential.

o Experience working with a Board of Directors (associative and executive role) is highly desirable.

• Languages:
o Fluent French and English

• Competencies:
o Master skills in management & change management

o Master general knowledge of law, finance, management, human resources, etc.

o Know how to develop partnerships, to encourage a dynamic of networking around a project.
o Master communication techniques

o Ability to make social demands emerge, to be a source of proposals.

CONTRACTUAL TERMS:
Location/Workstation: Abidjan, Cote d'Ivoire
Contract: Fixed term – Two (02) years
Reporting Relationship: Report to the President of MSF WaCA
