MULTILATERAL PROJECT SPECIALIST

 

Description du poste

1. Basic Salary: XOF900,000 per month (Negotiable)
 Payment date: 25th on every month
 80% for probation period (2 months)
2. Extra: Retirement allowance, Bonus, Health Insurance and Social Security Insurance would be separated prepared from the basic salary, following the Ivorian Labor law.
3. Working hour: from 8:30 to 17:00 (for Friday, to 16:00) with a Breaking time for 1 hour 30 minutes (for Friday, 30 minutes)
 Follow National Holidays of Cote d’Ivoire, with some Korean National holidays (3-4 days per year/changeable)
4. Welfare: Health insurance, capacity buildings for employee (invitational to Korea or other foreign countries, office workshop, etc.
 Follow Ivorian Labor Law for maternal leave, sick leave, and other legal leave.
 Day off: total number of days would be informed when negotiating salary, yet follow Ivorian Labor Law

I. Responsibilities
A. Project Implementation Monitoring
- Analyze and provide advisory about the implementing plan of the Implementing Agency to KOICA at the beginning of the project
- Monitor the progress of the project based on the Project Design Matrix (PDM) and, if need to be, provide advices for adjusting PDM
- Report the monitoring result regularly based on PDM
- Provide timely and necessary inputs to the supervisor and Korean experts
- Monitor the performance of the implementing agency in the field
- Join various stakeholder meetings

B. Information Analysis and Report
- Support the Korean experts for situation analysis (stakeholder, problem, alternative, etc)
- Analyze the Ivorian situation during the implementation related to the project, e.g., institutional, market, in coordination with the Korean experts
- Collect and provide relevant institutional and technical knowledge and information in developing the pilot system
- Collect and provide various types of local information related to the project to KOICA and the implementing agency
- Produce the reports and presentation materials that KOICA can use officially related to the project

C. Liaison between Korean and Ivorian Experts/Officials/Stakeholders
- Manage communication between KOICA Cote d’Ivoire Office, Implementing Agency from Korea or Multilateral Agencies and Ivorian counterpart ministries and related organizations
- Establish and maintain the regular communication with Korean experts for project implementation
- Facilitate the Korean experts’ activities in Core d’Ivoire by providing local information related to the project implementation

D. Others
- Provide necessary information for the local procurement (does not have to be equipped with technical knowledge on the procurement process in a legal and administrative term)
- Join the relevant international conference or meetings held in Cote d’Ivoire, in Korea or in other countries related to the project
- Provide other necessary support as requested from KOICA

Professionalism: Good knowledge of a wide range of grant cooperation in Cote d’Ivoire, Sound knowledge on project management, monitoring and evaluation; Good knowledge of institutional and bureaucratic mechanism of Ivorian government regarding the health and sanitation policy; Good knowledge of private sector in Cote d’Ivoire related to the health and sanitation; Capacity to maintain effective partnerships with relevant stakeholders in Cote d’Ivoire; Proven Understanding of the health and sanitation management trend in a global level.
B. Planning and Organizing: Manages the goal and outcome, output effectively and efficiently, adjust priorities as required, allocate appropriate amount of time and resources for completing work, foresee risks and allows for contingencies when planning, Monitor and adjust plans and actions as necessary, Uses time efficiently, Handling multitasking, etc.

E. Language:
- French: Fluent in Speaking and Professional Writing for Business
- English: Fluent in Speaking and Professional Writing for Business

- 5~7 pages using MS Office 2007 or higher version

 Once qualified and selected as an interviewee, the applicant should submit original copies of her/his career, certificate and education evidence on the day of interview. 3. Evaluation
 (1st) Document Review: select 5 persons according to the total score
Three (3) committee members would evaluate in terms Qualification (30 points), Working Plan (30 points), Motivation and Preparation (40 points), and Additional things (10 points, e.g., working experience with KOICA or relevant institution/company).
 (2nd) Interview: select 1 person according to the total score
Three(3) committee members would evaluate in terms of Motivation(30 points), Understanding on KOICA and Grant Cooperation(30 points), Expertise and Experience(25 points), Adaptability to Korean Working Culture(20 points), and Additional things(10 points, e.g., working experience with KOICA or relevant institution/company).
