HEALTH SAFETY AND ENVIRONMENT MANAGER

 

PURPOSE:Oversee the implementation of all Occupational, Health and Safety (OH&S), Environmental and Food Safety policies and procedures within areas under your jurisdiction as well as ensuring continuous training of all staff in OH&S, Environment and Food Safety

QUALIFICATIONS AND PERSONAL ATTRIBUTES

Minimum of a Degree or certificate in Environmental Health, or any equivalent combination of education and experience sufficient to perform job duties may be considered

  • Creative, self motivated, proactive and confident
  • Creative and able to be innovative  
  • Experience managing a diverse team and strong willingness to build capacity of local staff
  •  Knowledge in Environmental, Occupational Health and Safety and Food safety
  • Strong verbal and written communication skills

YOUR RESPONSIBILITIES

POLICIES AND PROCEDURES

  • In consultation with the Group Operations support Team Manager (OST) design policies and procedures for Occupational, health and safety.
  • You will be accountable for the implementation of all ATS Health, Safety and Environment policies and procedures within your area of jurisdiction. 
  • Ensuring both client and company HSE policies and procedures are complied with

 

VEHICLES

 

  • Ensure that audits are carried out on all ATS vehicles both company and hired as prescribed by the vehicles regulations and any other relevant requirement using the prescribed form
  • Ensure initial audits are carried out on all vehicles both company and hired vehicles before they are allowed to work at any ATS location, this must follow the prescribe vehicle audit sheet
  • Ensure a register of all motor vehicles at all locations are maintained
  • Ensure both company/client driving regulations are being enforced on both hired and company vehicles as per company policy and procedure

PERSONAL PROTECTIVE EQUIPMENTS (PPE)

 

  • Ensure all staff at all ATS locations are provided with the prescribed PPE as captured in the PPE matrix
  • Follow up and ensure that all PPEs are in serviceable condition
  • Ensure inspection of all PPEs is carried out to confirm if they meet the required standard at all times
  • Through the HSE officers ensure staff are wearing the correct PPE for the job and no staff is found without the prescribed PPE
  • Ensure the issuance of PPE is controlled, as well as maintaining records of all PPEs issued, which will help to know staff who have been issued and those who require PPE
  • Ensure staff found to have contravened PPE wearing requirements as prescribed by ATS service contract agreement, national and international legislative requirements and the CBA between ATS and the union where applicable are disciplined

 

PAPER WORK

 

  1. Ensure we have HSE filing system in place at all locations within your jurisdiction
  2. Follow up with the HSE officers to ensure all paper work are updated promptly
  3. Follow up with the HSE officers to ensure all due diligence records not captured in the filing system are filed away safely

 

OPERATIONS

 

  1. Must ensure all HSE officers carry out weekly audits of all F&B, laundry, accommodations etc and at least once every fortnight for maintenance operations
  2. Review all audit report to determine if audit criteria is being met
  3. Must follow up on corrective/preventive action to ensure they are addressed
  4. Attend all daily, weekly or monthly management meetings within any locations where you find yourself
  5. Participate in the day to day activities of any location where you find yourself and be a team player at all times
  6. Give relevant suggestion to project/camp managers on ways of improving H&S and document these suggestions for future reference
  7. Ensure pre-shift and weekly toolbox meetings are being organized at the locations within your jurisdiction
  1. Assist respective managers to carry out risk assessment/job hazard analysis on all jobs both old and new that are performed within the various projects and maintain records of the same for future use subject to review.
  2. Ensure all chemicals have valid MSDS, also ensure no new chemical is sent to any locations without prior approval by the client or the Group OST Manager
  3. Ensure all staff undergo the required medical examination and declared fit before they start working.

This must comply with national, company and client medical policy   

 

 

 

SUPPLIER MANAGEMENT

 

  1. Must ensure all suppliers are audited periodically as prescribed by the Company procedure
  2. Must ensure all new suppliers are audited and approved before being engaged
  3. Must review all supplier audit report to confirm if audit criteria is being met
  4. Must ensure outcome of all supplier audits are communicated to the proprietor and must follow up to ensure corrective/preventive actions are closed out

 

TRAINING

                 

  1. Food Safety - Ensure staffs are trained in Basic Food Hygiene and Intermediate Food Safety. All staff must be trained in Basic Food Hygiene regardless of the department they work. All food handlers, supervisors and managers must be trained in Intermediate Food Safety
  2. Food Safety – Train supervisors and mangers in advanced food safety and haccp.
  3. Equipment Use Training – Ensure staff are trained in hazard identification when using tools and equipments 
  4. Client Training Attendance – Must ensure all staff of the HSE department as well as all other staff attend all relevant as well as mandatory trainings carried out by the client
  5. Induction – Through the HSE officers ensure all staff attend the client induction program prior to commencement of work
  6. Ensure all training matrix are update for all the locations within your jurisdiction at all times
  7. Training Needs Assessment – You must identify the Occupational, Health and Safety, Environmental and Food Safety training needs of all staff within your jurisdiction and ensure that they receive training commensurate to their work 
  8. Training in maintenance procedures like LOTO, working at heights etc

  • Visit all locations within your jurisdiction at least once every three months
  • Carry out audits of all locations visited
  • Review audit reports from all locations within your jurisdiction and follow up on the corrective/preventive action.
  • Review all incident reports and follow up on the corrective/preventive actions for closure
  • In collaboration with the Group OST Manager to design Occupational Health and Safety, Environmental and Food Safety policies and procedures whenever the need arises
  • Establishment, implementation and maintenance of required management systems i.e. ISO 22000 2005 (FSSC), OSHAS 18001 2007 where applicable ISO 14001 2007
  • Getting staff of the HSE department adequately trained to carry out their roles and responsibilities
  • Training of all staff commensurate to their roles and responsibilities
  • Reviewing daily reports posted in the bulletin board and follow up on corrective/preventive action
  • Getting all staff of the HSE department to report on the bulletin board
  • Reviewing all supplier audit report and confirm if audit criteria is being met before approval
  • Reviewing all vehicle audit reports both company and hired and take appropriate actions where necessary to safe guard life and property

 

 

Other Duties

  • Training of staff – Each ATS Manager will ensure continuous training is carried out on all staff that reports to you. This is in line with the overall objectives of ATS Group. All training must be documented.
  • Each ATS Manager will ensure with the help of the accounts officers that all ATS accounts are produced on schedule and send to the approved recipients.
  • Each ATS Manager will ensure that all ATS health and safety policies and procedures are adhered to within your area of operations.
  • Each ATS Manager assist the Business Development Manager in getting new business & maintaining existing contracts
  • Each ATS Manager will ensure that all ATS Human Resources policies and procedures are adhered to within your area of operation
  • Public Relations – each ATS Manager is responsible for ATS public relations with the clients, client’s employees, visitors, suppliers, subcontractors and investors. ATS is desirous to maintain a good relationship with its employees and this also needs to be taken into account. Support in all these functions is provided by ATS Group employees.
  • IT Management – ATS has invested in IT for all its projects and we have various IT Group employees to maintain the equipment. Each ATS Manager must oversee the IT in his department and ensure it follows ATS IT policies and procedures at all times.
  • Ensure strict adherence to the “ATS Creed”.
