Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 191 member National Societies. Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). The position is located in Abidjan, Côte d’Ivoire in order to have good access to the African Development Bank (AfDB), regional commissions serving West and Central Africa and to establish strategic partnerships with them.
Job Purpose

Reporting to the Head of Partnerships and Resource Development, Africa Region, the PRD Senior Officer will work to enable a close and cooperative working relationship between PRD team and various functions with Africa Regional Office(ARO), Country Cluster Offices for Sahel and Central Africa, as well as French speaking Country offices and technical departments in Geneva. The job holder will support the implementation of the ARO PRD Strategic Plan and as part of the implementation of the Federation Wide Resource Mobilisation Strategy, support the Head of PRD, Africa Region in the development and implementation of an RM strategy for Africa.

The PRD Senior Officer will ensure relevant support, tracking and analysis in the development and implementation of annual funding plans in close cooperation with relevant Regional and Country and Country Cluster teams within ARO; will support research and development efforts including identification and cultivation of funding opportunities, building new partnerships, particularly with the African Development Bank and regional commissions serving West and Central Africa, other donors and contribute to the effective maintenance of strong and growing relations with existing donors, including through research and analysis, efficient reporting, pledge management, and relevant and timely information sharing.
Job Duties and Responsibilities

Partnerships and Relations Management
Establish and strengthen strategic partnerships across different income streams, including the following:

African Development Bank
Partner National Societies – with a Federation-wide approach, including multilateral and bilateral partners, and Including those within the region Government partnerships - in cooperation with respective partner National Societies; European Union - including DG ECHO, DG Devco and other EU institutions Other Multilateral and financial commissions and institutions - including ECOWAS, World Bank, UN agencies etc.; Private sector partnerships - including global corporate partnerships and partnerships with foundations in the region.
Establish and maintain strong relations with key donors which includes analysing key trends in individual donor policies and priorities and support the match between IFRC priorities (Africa region, Sahel country cluster and Central Africa country cluster) and donor priorities;
Ensure the management of all information/data related to partnerships/funding in Africa region, Sahel country cluster and Central Africa country cluster on, is kept fully up to date in the IFRC’s CRM system
In collaboration with the PRD team work with Governments, donor organizations and other key stakeholders in harnessing and strengthening strategic partnerships and resource development representing the interests of Africa region, Sahel Country Cluster and Central African Country Cluster.
Determine the partnerships landscape to ensure optimal win-win partnerships for Africa Region, Sahel Country Cluster and Central African Country Cluster.
Identify, analyse and mobilize key strategic partnerships to enhance impact and influence IFRC Africa Region, Sahel, West Coast and Central African country cluster offices and National Societies, with a focus on French speaking Communities

Participates and contributes to the implementation of the Africa Region Partnership and Resource Development plan on achievement of the following results:

Work with the Africa Region PRD team to proactively identify, research and contribute in developing new strategies and partnerships frameworks for the African Development Bank and for other targeted income streams.
Contribute towards the development and implementation of the Sahel, West Coast Country Cluster and Central African Country Cluster PRD plans linking with the Regional and Global plans.
Assess Sahel, West Coast and Central Africa Country Cluster opportunities for resource mobilization and identification of emerging sources of funding.

Strengthening Sahel Country Cluster and Central African Country Cluster National Societies’ capacities in partnerships and resource development:
In consultation with the Head of PRD, ARO, Head of Country Clusters for Sahel and Central Africa, facilitate and coordinate the provision of expertise and tools to National Societies in the region, to enable them to develop fundraising strategies, and develop their capacities in creating viable partnerships.
Facilitate knowledge sharing of resource development expertise amongst National Societies in the Sahel Country Cluster and Central Africa Country Cluster.

Resource mobilisation for IFRC’s emergency appeals and operational plans in Sahel Country cluster and Central Africa country cluster

Increase coverage rates for IFRC’s emergency appeals and operational plans in Sahel country cluster and Central Africa country cluster office, maintaining an overview of the funding situation of all emergency appeals and operational plans, continuously identifying gaps and opportunities in funding.
Draft concept notes for Sahel, West Coast and Central Africa country and cluster offices as needed to secure and cultivate opportunities with donors; work closely with technical and office leads to develop full proposals.
Emergency appeals: work with the PRD team in coordination of resource mobilization including partner/donor outreach, ensuing regular sharing of information with partners, and ensuring that funding information is kept up to date on CRM.
Pledge management: ensure efficient processing of all pledges for emergency appeals and operational plans, according to established guidelines/procedures
Grants management: Working with the Senior PRD Officer and PRD Officer based in Nairobi ensure all grants received through the IFRC secretariat are managed well.
Donor reporting: working with PMER to ensure that all donor reports are prepared to quality standards, compliance with agreed donor conditions.

Management and Coordination

Keep the Head of PRD ARO and the Heads of Sahel, West Coast, and Central Africa country clusters updated on major developments.
Provide management and technical guidance/training/support to staff/delegates in the Sahel country cluster and Central Africa Country cluster ensuring that all partnerships and resource development tasks are completed in a timely manner

Profil du poste

Education

University degree in relevant discipline (International Relations, Humanitarian Affairs, Business Administration, Economics, Finance)
Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management)

Experience Required

At least 5 years working experience out if which 3 years relevant experience in managing relations with donors and partners
Experience of development and implementation of funding plans
Experience managing and or using donor-related data to develop a fundraising strategy
Experience asking for funds for humanitarian and development programs
Experience writing concept notes and proposals to institutional donors

Preferred

3 years relevant work experience with the Red Cross and Red Crescent Movement and knowledge of IFRC systems and processes in pledge management, planning, project proposals development, reporting systems and financial management
Experience of developing African Development Bank related proposals and ensuring strong communication from start to end of relationship
Experience designing, leading or participating in domestic fundraising programs, including event-based fundraising, individual giving, approaches to high-net-worth individuals
Experience performing market analysis for fundraising

Knowledge, skills and languages

Knowledge of African Development Bank and other key donor requirements for proposal development
Knowledge of and skills in tracking open calls for proposals from key donor institutions

Strong knowledge of reporting systems and guidelines
