About IRC:

International Rescue Committee (IRC) was founded in 1933. IRC is a humanitarian agency non-profit, non-sectarian and provides assistance to people affected by conflict and oppression. It supported the ideals of freedom and human dignity. International Rescue Committee in Côte d'Ivoire is recruiting, (01) Finance Manager for a period of six (06) months renewable.

Tasks and Responsibilities

You will be responsible to ensure that the Global Fund Malaria program is fully compliant with IRC, donor and Global Fund rules and regulations. You will ensure sound financial monitoring by planning and executing both scheduled and ad hoc verification assignments including donor compliance, internal control assessments, verification visits and fraud investigations. You will be responsible for: a) Internal controls

  • Developing, evaluating and documenting an internal control system.
  • Systematically sampling the internal control and accounting systems to assess adequacy and reliability.
  • Carrying out reviews and verification of records, to assess compliance with IRC, donor and Global Fund policies and procedures, and to recommend changes.
  • Ensuring compliance with established procedures as laid down in the IRC’s International and Local Finance Manuals.
  • Ensuring internal control procedures are being complied with. This involves regular visits to all Malaria projects, to ensure all donor and Global Fund financial policies and procedures are being correctly adhered to and implemented.
  • Produce high quality concise field visit reports to substantiate findings with clear recommendations for submission to the Country Management team.
  • Monitoring policy and procedure compliance and establishing techniques to discover and prevent potential fraud.
  • Investigating any identified suspicions of fraud and make recommendations for appropriate management response. Identify/track the incidence of fraud and error by carrying out necessary checks to ensure transactions are genuine and fair and to prevent abuse and misuse of Global Fund resources. 

b) Audit

  • Periodically audit/review systems or operations to determine whether the risks are being effectively managed, carrying out regular checks on donor and Global Fund finance, transport, logistics, administrative and store systems in order to assess potential risk.  To plan, manage and remain the focal point for all external audits carried by the donor, the Global Fund and the LFA.  Systematically track implementation of audit findings and recommendations.

c) Donor specific compliance

  • Ensuring effective donor compliance; reviewing donor guidelines on areas that could lead to ineligibility of costs and carrying out training with staff to assist with compliance and clear audit trail.
  • Responsible for scanning and archiving of all supporting documents for Global Fund expenditures.
  • Responsible for the archiving of all documentation preparing for audit trail.

d) Financial Report

  • Responsible for the monthly preparation of IRC format (BVA) and donor format financial reports for submission to the Finance Controller.

e) Review Duties

  • Review all payment documents for proper and adequate back-up.
  • Review all expenditure worksheets for accuracy and completeness.
  • Review spreadsheets from field sites before uploading to SUN system.
  • Review monthly bank reconciliation from main office cashier and field sites.
  • Liaison with bank on all banking issues. 

Qualifications and Experience

  • University degree required.
  • 4+ years progressive experience developing and managing finance functions in the nonprofit space, previous experience working with a major general ledger software package – experience with SUN (Infor) preferred; accompanied by strong MS Office computer skills. 
  • Demonstrated ability to identify, recommend and implement best practice approaches to ensure rapid, consistent, high quality financial management and service.
  • Prior experience managing Global Fund grants.
  • Solid organizational skills with a flexible work attitude. Able to work productively in a fastpaced team environment, to work independently and the ability to meet changing demands.
  • Must be patient and a good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.
  • Good at role of facilitator and team player in solving problems.
  • Excellent French and good working knowledge of English needed.
  • Committed to staff training and development.
