Save the Children in Cote d’Ivoire

Save the Children, Cote d’Ivoire Program is seeking a Deputy Chief of Party for USAID/REVE, (01) Year with possible extension, based in Abidjan.

This position will report to the Chief of party

KEY AREAS OF ACCOUNTABILITY:

• The Deputy Chief of Party will be responsible for the provision of technical leadership and expertise for REVE, a large-scale program focused on Orphans and Vulnerable Children, PLWHA and adolescent girls in Cote d’Ivoire.

• The DCOP will supervise a technical team of more than 20 staffs to achieve the following objectives: o To increase utilization of HIV and health services (ANC, PMTCT, family planning, ART)

by vulnerable populations o To increase the capacity of local governments and communities to protect and provide

support for their most vulnerable members o To increase education and empowerment of vulnerable groups, especially girls o To increase economic security among HIV-affected households

• The DCOP will ensure that the program reflects the objectives of the PEPFAR strategy with respect to care and support for orphans and other vulnerable children affected by HIV/AIDS.

• The Deputy Chief of Party will be responsible for ensuring:

a) a coordinated response to OVC, PLWHA and adolescent girl service provision, monitoring and evaluation within the REVE project zones.

b) with the COP, coordination and collaboration with GoCI entities at the national and regional level (Ministry of Solidarity, Family, Women and Children / Ministry of State, Social Affairs and Professional Training / Ministry of Health and the Fight against HIV/AIDS) and other implementing partners; and

c) support to districts to implement and monitor OVC support including issues of quality, coverage, and improvements in wellbeing of vulnerable children.

• S/he will develop technical strategies and will oversee and guide the implementation of program activities across the all target geographic areas and will provide expert technical guidance related to the mitigation of the impact of HIV/AIDS on children, family and communities in Cote d’Ivoire.

• The Deputy Chief of Party will be responsible for technical quality assurance, so that the project is in line with and advances the state of the art and achieves the program objectives and expected results; and will lead and oversee monitoring and evaluation of the project.

• S/he will represent the program in related technical fora and will provide overall coordination of technical capacity building of government and civil society partners.

• The Deputy Chief of Party will have sufficient experience to serve as the Chief of Party during absences of the incumbent.

• S/he will work with the COP to ensure the timely submission of all deliverables to USAID, including annual work plans ,performance monitoring plans, quarterly- semiannual and annual report

• S/he will manage the team of 6 technical advisors, providing regular supervision, support and performance monitoring in accordance with Save the Children’s performance management system.

• This is a senior leadership role and will serve as a key member of the project team; the Deputy Chief of Party will report directly to the COP.

• The Deputy Chief of Party will coordinate and maintain close liaison with project partners and with relevant stakeholders

QUALIFICATIONS AND EXPERIENCE:

• Master’s Degree in public health, social science or a related professional advanced degree

• At least ten years of experience in public health or social welfare including at least four years of experience in multi-sectoral care and support for OVC and persons living with HIV

• At least five years of experience in a field-based management position for a complex, multi- sectoral, public health, social welfare and/or international development USAID/PEFPAR project, preferably in Sub-Saharan Africa in general. Specific experience in Cote d’Ivoire desirable.

• The ability to manage a program of similar magnitude and complexity; work collaboratively across technical disciplines

• Solid knowledge and understanding of current good practices in OVC and adolescent girl programming.

• Strong communication skills in French and English – both verbally and in writing

• Proven expertise in developing and implementing effective partnerships with civil society, government and private sector entities

• Proven experience in designing, implementing and monitoring capacity strengthening approaches for government and civil society partners

• Proven experience mentoring and strengthening technical skills of staff.

• Proven ability in promoting and collaborating closely with multi-level stakeholders

• Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
