Position Title: Communication consultant
Status: Full-time consultant
Location: Abidjan, Cote d’Ivoire
Duration: 6 months

BACKGROUND
TetraTech ARD (Tt/ARD) and its consortium partners – Palladium Group (formally dTS), Columbia University’s Center for International Earth Science Information Network (CIESIN), PCI Media Impact (PCI) and Pact World – were awarded the USAID contract for the implementation of West Africa Biodiversity and Climate Change (WA BiCC) activities from May 2015 to May 2020. This Program is designed to strengthen the resiliency and sustainability of West African institutions, ecosystems, and communities.

The Abidjan Convention and its protocol serve as regional platform and legal framework for the activities within its three large marine ecosystems, namely the Canary Current Large Marine Ecosystem (CCLME), the Guinea Current Large Marine Ecosystem (GCLME) and the Benguela Current Large Marine Ecosystem (BCLME), concerning the coastal and marine environment. This status makes the Abidjan Convention Secretariat a strong partner in achieving WA BiCC’s effort to “promote conservation and climate-resilient, low emission growth in West Africa”.

WA BiCC will work with the Abidjan Convention to develop and implement new systems and tools including a Communication and Awareness Raising Strategy. The Abidjan Convention COP10 Decision CP.10/6 urges “the Secretariat to develop a proper communication plan that will help in raising public awareness on both the Convention and the marine and coastal environmental issues in the region”. A Communication Consultant is now required to support the operationalization of the jointly developed WA BiCC/AbC Communications Strategy, support post activities to the Twelfth Conference of Parties of the Abidjan Convention (COP12), and inform policy and decision makers within and beyond the Conventions area on the work of the Abidjan Convention Secretariat.

MAIN RESPONSIBILITIES AND TASKS
Under the guidance of the Regional Coordinator of the Abidjan Convention, the incumbent will work with the Team of the Abidjan Convention Secretariat and the WA BiCC supported Advisor in implementing the following tasks:
• Review, update and provide lead assistance in the implementation of the WA BiCC/AbC Joint Communication Strategy.
• Assist in activities related to spreading the Abidjan Convention messages to decision makers, the media, the private sector and the public at large.
• Provide technical assistance to support post COP12 activities and reporting.
• Strengthen the presence of the Abidjan Convention on social media.
• Support the organization of key events such as the World Ocean day or the World Environment day.
• Identify and write key programme activity stories of the Abidjan Convention and WA BiCC.
• Edit material or write reports for the Abidjan Convention, and WA BiCC websites, and gather information from national Focal Points and other partners associated with the Abidjan Convention.
• Support the establishment of the Abidjan Convention Resource Centre and the content migration from the Abidjan Convention website to the new Resource Centre.
• Coordinate the participation of the Abidjan Convention to the WA BiCC Behavior Change Communication activities in the WABiCC Coastal Landscapes.
• Support the Secretariat in mapping-out existing and potential partners that will help strengthen collaborative agreements and strategic alliance.
• Ensure knowledge and skills transfer to the staff of the Abidjan Convention for each activities and tools developed to ensure continuity and sustainability of support provided.
• Perform other related duties as assigned.

Profil du poste

The consultant must be an experienced communication expert with at least 10 years of working experience with NGOs, international institutions and government entities in developing and implementing communication activities and strategies in the areas of climate change and environment management preferably. The required qualifications are:
• Master’s degree or a related advanced degree in communication, communication for development (C4D), international development, journalism, social marketing or a field relevant to media/communication and development.
• At least 10 years’ experience in using communication strategies and tools to advance local, regional and international program objectives, including media relations, web/mobile/social media, print and events
• Exceptional writing, editing, and communication skills in English and French and in a variety of formats (i.e. web, print publications, briefing papers, press releases).
• Knowledge on issues related to environmental management, climate change resilience, coastal and marine ecosystem management.
• Ability to work and communicate with a range of stakeholders including policymakers and government officials, NGOs, the media, community representatives.
• Knowledge of UN rules and regulations.
• Ability to effectively coordinate with appropriate stakeholders in all aspects of activity planning, monitoring, and implementation;
• Ability to work independently and produce timely and high quality results;
• Be fluent both in English and French.
