Save the Children in Cote d'Ivoire recruits for a period of (12) months, renewable, (01)Proposal Development Coordinator. 

ROLE PURPOSE:

The Proposal Development Coordinator will work to identify donor opportunities, facilitate donor engagement and coordinate proposals development for large and strategic funding opportunities for the Country Office. The position holder will serve as the primary coordinator for proposals development in the Country Office.  S/he will engage the country teams during preparation and submission of proposals and provide capacity building support to staff where required, specifically on proposal development. S/he will work closely with the technical teams in the Program Development Quality and Advocacy department, field staff in operations (including Logistics), HR, Security, MEAL and Finance. S/he will also carry out periodic donors’ mapping and update the proposal / fundraising strategy in coordination with Awards Manager (Award Management Team) and the DPQA. S/he will be located in Abidjan. This role has an external orientation and will work closely with other members of Save the Children International who provide programme funding.

Under the supervision of the Director of Program Quality and Advocacy (DPQA), he / she will:

  • Identify, research, and disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors.  Use creative approaches to link programme aspirations to donor priorities, while also effectively influencing the strategies of donors.
  • Cultivate business relationships with external stakeholders and potential partners for large scale or strategic funding opportunities, either as a prime or sub-recipient in joint ventures.
  • Examine and evaluate innovative new partnerships, and ensure that Save the Children maximizes its opportunity to showcase and replicate the Theory of Change.
  • Explore and test potential private sector partnerships and keep abreast of local funding environment.
  • Pro-actively seek donor intelligence on prospective new opportunities or partnerships.
  • Provide updated information to SCI Members to stimulate increased and new investments by SC Members in the country.
  • Ensure key contacts, required formats and donor strategies are kept up-to-date at the country office level.
  • Directly manage the proposal developments process, building on global, regional and national expertise, and ensuring high quality products are produced.
  • Drive interdepartmental coordination for proposals development with Programme Operations (for field team inputs, logistics requirements, costing’s, etc.), Security, Awards Management, Finance & Grants, and HR (for staffing requirements).
  • Ensure full internal and member review and sign off as per the proposal development process and compliance for AMS, such as risk assessments, procurement plans.
  • Draft general sections of proposals that are standard inputs – e.g. capability statements; country context and programme experience, while drawing on the expertise of technical advisors, Operations, Finance, HR and Security. 

QUALIFICATIONS AND EXPERIENCE

  • Bilingual – the candidate should proficient in English and French Languages (written and oral Proficiency)
  • Demonstrated experience in writing winning proposals.
  • Demonstrated experience in developing multiple narratives and costs in proposals simultaneously
  • Experience developing and working with project budgets
  • Understanding of donor compliance and key SC reporting procedures
  • Good negotiation, communication, decision-making and interpersonal skills and ability to work as part of a team
  • Good personal and organisational skills, including time management, and ability to meet deadlines and work under pressure
  • Ability to work within a multicultural setting
  • Commitment to and understanding of Save the Children’s aims, values and principles
  • Information and Communication Technology literate
