PROCUREMENT AND LOGISTICS MANAGER

Description du poste

Employee will serve as the Procurement and Logistics Manager and will carry out duties designed to meet the objectives of the ProJustice program pursuant to Tt DPK’s cooperative agreement with USAID. Employee will have the following responsibilities:

Procurement/Contracts
• Supervise all aspects of subcontracting of vendors providing goods and technical services including the drafting of subcontracts, approval requests, USAID waivers and vendor subcontracts;
• Manage the overall Program procurement process for goods and consulting services;
• Oversee the Request for Proposal and bid analysis process in compliance with USAID and DPK procedures and regulations;
• Serve as the Program authority on detailed systems and procedures for management of procurement of goods and services;
• Prepare requests for waivers of procurement regulations as appropriate or necessary for program operation commodities as directed by the Finance and Administration Manager;
• Draft purchase orders and other compliance-related documents;
• Ensure that all local Program procurement complies with DPK home office procedures and USAID regulations;
• Ensure effective and efficient reception of goods;
• Provide ongoing training to Program administrative staff in the application of procurement procedures;
• Work with Finance and Administration Manager (FAM) to negotiate contracts for purchase of office supplies;
• Supervise all aspects of procurement process, including drafting of procurement memos, RFQ/Ps, collection/organization of offers, supporting COP in approval requests for USAID, purchase orders, service agreements, and other documents as needed.
• Keep abreast of the regulations and requirements for cooperative agreements as required by USAID;
• Coordinate with the FAM on addressing procurement issues pertaining to VAT processing and reporting for program operation costs;
• Maintain effective procurement documentation and records in compliance with DPK and USAID policies and procedures for all program operation costs;

Logistics Management
• Provide on-site management of operational support for project activities during field visits;
• Maintain the inventory of equipment and report to Tt DPK on a quarterly basis;
• Supervise the day-to-day operations of the office including support staff such as the logistician and maintenance/custodial staff as relates to transport, travel, protocol, expatriate immigration formalities, and customs clearance tasks;
• Act as primary point of contact for regional office procurement needs;
• Provide strategic input into office policy and procedures;
• Undertake other duties as appropriate and as assigned to achieve program goals in a timely manner.
