Background / General description:

The Country Management Unit (CMU) of AFCF2 oversees Cote d’Ivoire, Togo, Benin, Guinea and Burkina Faso. The Country Director (CD), who is posted in Abidjan, Cote d’Ivoire, works closely with the Country Managers for Togo, Benin, Guinea and Burkina Faso (based in Lomé, Cotonou, Conakry and Ouagadougou respectively), with Program Leaders based in Abidjan, and with the Washington-based CMU staff who support the entire program. The Receptionist/Facility Assistant will be based in Abidjan and will report to the Country Director.

The position is based in Abidjan, Côte d’Ivoire Office where the World Bank and IFC are in co-location with a total of about 70 staff. Given the dynamism of the WBG program in Côte d’Ivoire, visiting missions are frequent and diverse. In addition, daily the Office welcome several external from the Government, the Donors community, the private sector, the Civil Society, the academia, etc…. The Office pays special attention to reaching out its client, partners or beneficiaries of its interventions.

Côte d’Ivoire is the second largest economy in West Africa and its macroeconomic performance over the past three years is impressive, with a growth rate of around 8%. However, the strong growth in the medium term remains subject to an increase in private investments and to an adequate external financing enabling public investment to increase up to 8% of GDP, in accordance to the rate set by the National Development Plan for the 2012-2015 period. The continued strong macroeconomic performance and an acceleration of structural reforms are needed to sustain GDP growth, improve the living conditions of vulnerable populations, and facilitate the transition of the Ivorian economy to an emerging economy. As a direct result of the multifaceted crises the Country experienced from during a decade (2000-2010), the level of poverty has increased from 36% in 1998 to about 48 to 50% in 2008, especially in rural areas where they are most evident.

AFCF2 has an IDA program, including lending operations and AAA work. There are 43 active IDA financed projects in the portfolio in major sectors (private sector, economic governance, peace building, human development, infrastructure, rural development, Energy/mining) with commitments of US$1,957 million. The trust fund portfolio is also composed of active grants amounting $187 million.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.  

Duties and Accountabilities:

Roles & Responsibility

The selected candidate will work under direct supervision of the Resource Management Officer, and in close collaboration with the sr. Executive Assistant and ACS group at large.  He/ She reports to the Country Director. 

Main tasks and responsibilities include: 

  • In collaboration with Security team, security services providers  and colleagues in the Office welcome and orient incoming  visitors
  • Making sure that all visitors, and staff in and our extra hours are registered
  • Manage telephone calls and ensuring that incoming calls are appropriately directed to concerned staff. staff during peak times,
  • Collects, sorts, and Registers incoming courier and mails into the log system;
  • Handles incoming as well as outgoing pouch as well as all courier services including newspapers;
  • Custodian/Manages of office supplies stock and distribution to staff
  • Produces monthly consumption report of office supplies
  • Assist with the delivery of checks to internal and external clients payees
  • Setting up and Update a database of contacts;
  • Maintains and Update if necessary the list of extension numbers;
  • May back-up other team members in routine office functions, as required.

This work implies frequent interaction with the following: staff in the Office, Visiting missions, external clients, etc… 

Selection Criteria:

Minimum Education:

Higher Education diploma or equivalent or combination of education and experience.

Required Competencies

  • Excellent written and oral skills in French.
  • Technology and systems knowledge - Able to conduct routine work using basic software applications (Microsoft Office, Lotus Notes) and appropriate technology and /or data base management systems.
