Overall Description:

Save the Children seeks a Finance and Grant Compliance Director (FGCD) for a USAID Orphans and Vulnerable Children (OVC) umbrella grants program in Cote d’Ivoire.

The FGCD will oversee the finance and grant compliance function of the project including planning and budgeting, financial control, compliance with USAID rules and regulations, and reporting.  Assist the Chief of party and senior management team of the project in the management / administration of the project resources. 

Specific Duties and Responsibilities: 

  • Fulfil all financial reporting requirements of USAID and internal and external stakeholders, and ensure that effective systems are in place, and regularly reviewed, to allow adequate financial management and control over assets, funds, equipment, and property of the award. 
  • Identify and effectively manage all key compliance and financial risks related to the implementation of the project, develop mitigation plans at planning stage.
  • Coordinate all external audit for USAID regulation and put system in to ensure proper accounting and closing of books of the award including the financial data of the consortium.
  • Provide technical assistance to staff and to the consortium on administrative policies and compliance of the award. This includes the interpretation of USAID regulations (22 CFR 226, 22 CFR-228, OMB Circular A-110 and A-122, A-133, ADS chapters, etc.) and Save the Children’s finance and grants management policies and procedures. 
  • Develop sub-grantees financial management through training and capacity building program.  
  • Ensure that all finance and grant compliance staff understand and are able to perform their roles in any emergency.
  • Manage finance and grant compliance team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
  • Liaise with the HR director to incorporate staff development strategies and Performance Management Systems into team building process.  Establish result based system and follow up.

Qualifications:

  • University-level degree in finance or business. Qualified finance professional (recognized accounting qualification suggested) with experience of operating in a global and complex organization.
  • Five (5) years of experience managing the award and administration of subgrants funded by USAID or international donors.
  • Strong analytical skills to successfully perform financial reviews and other forms of quantitative analyses.
  • Strong knowledge of OMB Circular A-110, A-122, and A-133; 22 CFR 226; and 22 CFR 228. Demonstrated knowledge of various donor regulations applicable to grants administration.
  • Ability to exercise sound business judgment to wisely prioritize and successfully perform multiple and complex tasks. 
  • Highly organized and able to develop and streamline systems for efficient conduct of day-to-day tasks.
  • Able to produce thorough, high quality results within a tight timeframe and meet deadlines and deliverables to partners and donors 
  • Demonstrated ability to work with multiple partners on collaborative projects
  • Proficiency in English with excellent oral and written communications skills
  • Previous work experience in Africa, preferably across one or more sub-regions
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
