POSITION Safety, security, Safeguarding and IT Officer
REPORTS TO Program Manager
CONTRACT Fixed-Term Employment Contract
LOCATION National Office – Abidjan, Côte d'Ivoire
PURPOSE Under the supervision of the Program Manager, the Safety, Security, Safeguarding, and IT Officer (SSSIO) provides leadership and oversight to ensure the safety, security, safeguarding, and digital infrastructure of Habitat for Humanity Côte d'Ivoire (HFHCI). The SSSIO is responsible for implementing robust protocols to protect personnel, beneficiaries, partners, and digital systems. The role includes conducting risk assessments, leading safeguarding initiatives, and ensuring that HFHCI’s information technology infrastructure is secure, efficient, and aligned with organizational needs. The position ensures compliance with national regulations, global standards, and internal policies, while fostering a culture of accountability, safeguarding, and digital literacy across HFHCI.
DUTIES Safety and Security Management
• Develop, implement, and oversee HFHCI’s Safety and Security Framework, ensuring alignment with organizational goals and national laws.
• Conduct comprehensive risk assessments for HFHCI offices, project sites, and field operations, identifying vulnerabilities and implementing mitigation measures.
• Monitor security conditions in operational areas, providing timely updates and recommendations to the National Director and Senior Management Team (SMT).
• Prepare and maintain contingency plans, emergency protocols, and evacuation procedures, adapting them to changing circumstances.
• Ensure compliance with national safety regulations and liaise with relevant government bodies and security agencies.
• Provide technical support for establishing and maintaining safety systems, including fire safety, first aid, and workplace hazard management.

Safeguarding Leadership
• Lead the development and implementation of HFHCI’s Safeguarding Policy in alignment with Habitat for Humanity’s global safeguarding standards.
• Serve as the primary safeguarding focal point, ensuring all concerns and incidents are reported, documented, and addressed confidentially and promptly.
• Conduct safeguarding risk assessments across programs to ensure the protection of vulnerable groups, especially children and women.
• Collaborate with national and international safeguarding networks to strengthen HFHCI’s safeguarding practices.
• Integrate safeguarding principles into program design, implementation, and monitoring.

IT Systems Management and Cybersecurity
• Oversee HFHCI’s IT infrastructure and ensure systems are functioning effectively, securely, and in alignment with the organization’s operational needs.
• Implement cybersecurity measures to protect HFHCI’s data, devices, and communication systems from internal and external threats.
• Manage system access, backups, software updates, and ensure data confidentiality and integrity.
• Provide technical support and training to staff on IT tools, platforms (e.g., Microsoft 365), and safe digital practices.
• Develop and enforce IT policies and protocols, including acceptable use, data protection, and information security.
• Coordinate with IT service providers and vendors to ensure quality and timely support.

Training and Capacity Building
• Design and implement annual training plans on safety, security, safeguarding, and basic IT and cybersecurity practices for staff, volunteers, and partners.
• Provide onboarding briefings covering all protocols for new staff, volunteers, and visitors.
• Develop and distribute handbooks and user guides for safety, safeguarding, and IT procedures.
• Conduct emergency drills and simulations related to crisis preparedness and digital data recovery.
• Build staff and partner capacity on safeguarding case management and safe technology usage.

Incident Monitoring and Reporting
• Monitor and report safety, security, safeguarding, and IT incidents across all HFHCI operations.
• Maintain secure, confidential records of all reported incidents in compliance with organizational policies.
• Analyze incidents to improve strategies and reduce recurrence.
• Participate in security and safeguarding networks (e.g., OSAC, UNDSS), and cybersecurity communities for knowledge exchange.


Collaboration and Representation
• Represent HFHCI in forums related to safety, safeguarding, IT, and security, including government-led and inter-agency initiatives.
• Build and sustain collaborative relationships with security agencies, safeguarding networks, IT vendors, and peer organizations.
• Advocate for strong standards in safeguarding and digital security within HFHCI and its implementing partners.

Policy Review and Development
• Review and update HFHCI’s safety, security, safeguarding, and IT policies regularly to ensure relevance.
• Ensure widespread communication and understanding of these policies across the organization.
QUALIFICATIONS • Bachelor’s degree in Security Management, Information Technology, Risk Management, Social Work, Child Protection, or a related field.
• Minimum 5 years of experience in safety, security, safeguarding, and/or IT management, preferably in humanitarian or development organizations.
• Proven experience conducting risk assessments, leading safeguarding initiatives, and managing IT systems and cybersecurity protocols.
• Deep understanding of challenges related to safeguarding, digital threats, and security risks in Côte d’Ivoire.
• Strong leadership and decision-making skills.
• Excellent analytical and problem-solving abilities.
• Exceptional written and verbal communication skills (in both French and English).
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
KEY PERFORMANCE MEASURES / INDICATORS • Effective implementation of safety, safeguarding, and IT policies.
• Timely reporting and resolution of incidents.
• Number and quality of training sessions conducted.
• Strengthened relationships and participation in relevant networks.
Increased staff awareness and improved IT, safety, and safeguarding practices.
EXPERIENCE, KNOWLEDGE, SKILLS & ABILITIES REQUIRED • Proficiency in cybersecurity, Microsoft Office Suite, and standard IT infrastructure
• Uphold Habitat for Humanity Côte d'Ivoire’s Vision, Mission, and Principles.
• Excellent analytical skills and the ability to assess and mitigate risks.
• Ability to work under pressure and manage multiple tasks simultaneously.
• Strong networking and relationship-building skills, particularly with security agencies and other NGOs.
• Commitment to maintaining confidentiality and integrity in all aspects of the role.
• Willingness to work long and irregular hours, including weekends, as required by the role.
• Must be willing and able to travel to field sites as needed.
